Mr. Leech has more than 30 years training and professional experience performing and managing industry & technology analyses, ROI assessments, program evaluations, technology forecasts and evaluations, benefit-cost studies, strategic planning efforts, business case analyses, market research, and competitor intelligence investigations. He has conducted and managed numerous projects in these areas. Mr. Leech has extensive experience supporting Federal agency program managers as well as designing and conducting special studies that require reliable, case-based, or survey-based, methods and actionable, authoritative conclusions. A typical economic impact analysis requires: 1.) understanding the terminology used by professionals in the focus area well enough to formulate and ask detailed survey/interview questions (about the costs and benefits of some technological or process change) that make sense to professionals in the field and can be unambiguously answered (often quantitatively) 2.) Identifying and categorizing potential survey/interview respondents 3.) devising a survey/interview strategy 4.) implementing the survey/interview strategy (preferably using Survey Monkey) 5.) collecting and analyzing survey results (often using statistical techniques) and 6.) presenting the results in written form with an emphasis on ease of understanding for non-specialists. Mr. Leech's greatest strengths are his ability to help clients conceptualize, develop, and implement practical, fact-based approaches to complex problems and to work with specialists to integrate their detailed knowledge and perspectives into broader strategic, business case analyses, or economic frameworks. He has most recently been an adjunct instructor of economics in the School of Business and Leadership at Stevenson University, Maryland. Mr. Leech has several years of experience as a consultant to senior government officials with responsibility for national security issues, acquisition policy and industrial, manufacturing, and technology development issues. Mr. Leech has a deep understanding of Executive and Congressional branch operations and maintains an extensive network of knowledgeable contacts in industry, government, and academe.
