This Extensive experience includes 12 years Air Force Research Laboratory (GS-13) with responsibility for Program Management in high energy chemical laser development, Aerodynamic reentry heating test facility, foreign technology evaluations, large and small chemical propulsion development efforts, and hybrid electric chemical rocket engines. Created the Missile Defense Business sector at Aerojet and managed a group of engineers from 1979 to 1986. Including the following programs LOADS, ENNK, HEDI, LATERAL THRUSTER, Sagitar, 10.2. Which developed high pressure storable propellant diverts and roll thrusters and high pressure solid propellant gas generators for tank pressurization. Created programmatic roadmaps, expected budgets, and planning directives to support the Strategic Defense Agency, SDIO, and MDA customers. Served as the point of contact for management and technical questions with the Government and Prime Contractor customers. Formulated follow-on programs and road maps with the customers. Developed numerous advancements in SOA such as Lateral Thruster, 100g Positive expulsion tank and solid propellant gas generator, and was awarded the Innovative Product development award. Reviewed Aerojet's experience with solid propellant space motors with energy management for application of axial thrust on a third stage. Provided customer (Boeing) with technical approaches and program planning data. Managed the Integrated Powerhead Program for AFRL, in which CAD design and Computerized fluid dynamic analysis was used together to guide the design. EVMS system was also successfully integrated, with a full CAM associates. Proficient is all Microsoft Office Programs, Photo shop as well as Engine size Performance, Adobe Reader XL, swirl injector, enterprise excel estimator programs. Received numerous Teams technical achievement awards from Aerojet, AFRL, AIAA, Boeing, and Lockheed Martin Space Systems, Installed into the Space Hall of Fame as a significant contributor to the DC-X program and in January 2016 was awarded Associate Fellow Status in the AIAA. I have been granted patents in the hybrid electric cryogenic rocket engine, Laser Ignition of cryogenic engines, fully integrated thruster (FITS) foe Missile Defense, hypersonic rocket propulsion application, Augmented expander engine cycle, boundary layer control of commercial aircraft (Joint with Boeing Aircraft) and high pressure steam power systems. Authored over 35 technical papers on advanced propulsion and presented them at AIAA, JANNAF, IAF, and other technical Government sponsored conferences. In the span of my career, I have worked for both the Government (Air Force Research Laboratory. 12 years) and in private industry with Aerojet (39. 5 years) and Pratt & Whitney FRDC (2 years). This blend of Government and industry experience gives me unique insights into program management and technical problem solving techniques as well as real world program management. I have extensive experience advancing the state of the art in high pressure storable, cryogenic liquid engines and solid rocket motor boosters. Have built relationships with all leading vehicle system primes and leading Air Force, NRO, DARPA, and NASA development managers. I spent 20 years in business development for advanced propulsion and was instrumental in the capture of many programs including Kachina, CEDAR, AR-1 engine, Hydrocarbon Boost, Integrated Powerhead, X-30 National Spaceplane Tail ascent rocket programs providing strategic direction and development plans. Wrote/managed over 200 proposals including the development of win strategy, program planning of the proposed program, as well as program planning for IR&D, MOA, and B&P budgets and roadmaps to accomplish a win. Prepared the Enterprise Excel Estimator for costing the programs and time phasing the resources down to the department level. Used this tool to create the budgets for the successful programs. Negotiated contracts both on the Government side as well as the Aerojet side with the Air Force, NRO, Army, Strategic Defense Organization, NASA Marshall and DARPA including the primes Boeing, Lockheed Space Systems, Northrop Grumman, Orbital Sciences, and Hughes,
