Description
Highly motivated and results-driven Senior IT Executive possessing high-level business and technical acumen managed peak-performance and technology-centric teams on multi-million-dollar contracts. Proven results in exceeding delivery and service expectations, which resulted in additional revenue and outgrowth initiatives. Consistently led and organized noted and highly visible IT initiatives for organizations of varying size and complexity. Highly adept at identifying and understanding the internal strengths and improvement opportunities of an organization's IT infrastructure, as well as identifying growth opportunities and potential risks an organization faces when formulating a Strategic IT Plan. The culmination of my experience has resulted from my Strategic Technical Engineering and Team Leadership in the execution of multi-million-dollar government contracts. These contracts span several of the Defense agencies, including the Pentagon "The Joint Chiefs of Staff" Post 9/11 \ Pre 9/11 OSD for the Under Secretary of Defense, Marine Corps Systems Command (MARCOR/SYSCOM), U.S. Air Force, U.S. Army (PEO STAMIS, PEO TACMIS), National Institute of Health, and 16 years with National Aeronautics and Space Administration (NASA). Developed and executed strategic initiatives, which aligned technology for maximum return on investment and have developed expertise in consolidation and transition management, bringing value and solutions via innovative technology. Keys to my success include the ability to lead projects and teams and development of strong strategic alliances. Success of contract execution has been a direct result of establishing strong effective teams and exercising solid business practices and technically solid implementations. This resulted in substantially lowering the total cost of ownership for those contracts. Core areas of expertise: * Enterprise Solutions Architect Microsoft Certified Systems Engineer Strategic Alliance Building Chief Technical Architect Talent Management & Development Time & Resource Optimization Strategic System Design Risk Assessment & Mitigation New Technology Implementation Enterprise Cloud Architect Information Security, Privacy & Policy Vendor & Contract Negotiations LAN/WAN Technologies Program & Project Management IT Forecasting & Execution Bid & Proposal Technical Lead * Strong Data Management Experience * Experience with DevOps Architectures * Experience with System Center Configurations Manager (SCCM) * Experience with MS SQL Infrastructure Evaluation & Improvement * Experience in Architecting Software Defined Networking / Datacenters * Platform-as-a-Service (PaaS) experience Cloud Foundry, Docker * Cloud Experience AWS, Azure, Nebula Open-Stack Cloud NASA, Red Hat Cloud Suite, Eucalyptus Private Cloud * Continuous Process Improvement (CPI) * Strong Understanding of Infrastructure-as-a-Service * Experience with Rest API * Experience in Linux\Red Hat Administration NOAA * Experience with SIEM Tools: HPE ArcSight, and Splunk * Microsoft Certified Solution Expert Azure Cloud and Infrastructure Selected value-offered highlights: Maximized contract value and return on IT Investments: Drove a $10 million plus gain on a current contract through architectural revision and a highly focused strategic plan, which, by my recommendation, included extensive vendor analysis of hardware and software platforms. This revealed under-utilization of IT resources, and a subsequent reconfiguration effort. Additional savings realized due to salary reduction and staff resource consolidation upon contract execution. Driving force for enhancement of IT services, processes, and infrastructure modernization: Executed consolidation and virtualization of the Active Directory Forrest's of 17 NASA Data Centers into two. Most recently leading the design, consolidation, and virtualization efforts of six Marine Corp Data Centers into two, both projects resulted in multi-million-dollar savings in both human resource and infrastructure cost. Served in the U.S. Marine Corp: From November 1981 to November 1987, Sergeant Thomas P Shipley U.S. Marine Corps served as a mechanic on the Helicopter Marine Experimental (HMX-1) under President Ronald Reagan.
