I have over 50 years experience with demonstrated proficiency in the following areas: SUMMARY of Experience: Currently I hold a clearance including Polygraph and work in several areas. Currently, I am Senior Engineering Consultant for SharkSeer and SharkFrenzy for US CyberCommand. As such I am on the SETA team to plan and develop equipment configurations for testing and deployment. I am also a Property Officer responsible for all project equipment. I plan scheduling of SharkSeer Deployments for DISA IAP sites. Previously I was Chief Engineer and Director of Modeling and Simulation for NGA Network managing 28 FTEs at NJVC. My group concentrated in Modeling of the Agency operational and planned Transport function using OPNET and actual sampling of operation using NetScout probes. Previously, I was Senior Principal Systems Engineer for a project to develop a Center for Technological Innovation (CTI). I also supported business development at NJVC and other previous employers. I worked for the National Counterterrorism Center (NCTC) doing Requirements generation, Change Request Management, and Architecture development required for Systems Engineering and Integration of next generation systems. I also worked for NSA as a Lead Systems Engineer doing requirements and architecture development for access operations. At Lockheed, I led the Systems Engineering efforts for development of several Computer Software Configuration Items (CSCIs) for the WIN-T Program. I also led an IRAD program performing as Chief Engineer for a real-time Passive Coherent Localization Radar. I have received my Federal Enterprise Architecture Certification (FEAC) for DoD Architecture Framework (DoDAF) at the FEAC Institute Nov 2002, and the M&DS Capture Management Process at Lockheed in June 2002. I completed CMMI Process Training from the Software Productivity Consortium in August 2002. I completed UML Design in June 2000. Currently, I have ITIL v3 Certification. I have over 50 years experience in design and development of Intelligence Systems requirements (since 2000) and architecture Combat / Weapon System and C4ISRT working at or beyond the state-of-the-art (since 1966) . My most recent commercial machine experience includes developing SGI Origin 2000 and SUN Enterprise 10000 distributed Shared Memory (DSM) Architectures on NUMA machines. I have also developed system configurations using Intel, DEC Alpha, and Power PCs. I have extensive Digital Signal Processing (DSP) experience that includes architecture designs, timing studies and other analysis using ADI SHARK, TMS320C30/40/80, and Intel 80860 CPUs. My software experience includes analysis and coding of FORTRAN, C, BASIC, INFORMIX, ASSEMBLER and micro-code. I also have extensive LAN/WAN engineering development experience on wired and wireless systems. I do highly technical work involving Computer Architecture and Systems Engineering from cradle-to-grave. One of my specialties is development of real-time combat systems, and also for Services Oriented Architectures (SOAs) for Enterprise Systems for the intelligence community (IC) and C4ISR applications. I provide SEIT support including conceptualization of architecture views (such as DoDAF) from the CONOPS down to the component level, for software design, critical method development, component integration, and subsystem test. I support SEI development of both high level and subsystem System Requirements Specification (SRS) products and System-level test. I have a thorough knowledge of tradeoffs between COTS and custom development as part of the Systems Engineering Process (SEP). I develop and/or review technical BOEs, BOMs and Technical Solution Proposals. I have extensive experience in Commercial, Military, and Communications environments. I have performed SBIR and other set-aside developments. I coordinate technical assessments, performing trade studies and Gap analysis. I am familiar with many of the concepts of Software Defined Radio, having done work on the application of Systems Engineering Process to the Software Engineering functions. I have been trained and have used UML. As a Physicist, I understand RF and have maintained and operated TV (VHF and UHF) and AM/FM radio transmission equipment (held FCC 1st Class License). I also am familiar with many of the military communications. I have extensive experience in development of C4ISR and applications software systems using COTS Relational Database Software (RDBS) and Object Oriented Database Management (OODBMS) tools SECURITY CLARANCE: TS/SCI based on polygraph examination. Over 50 years experience in Systems Engineering Computer Systems design coding installation integration/test and maintenance for IT and Real-time C4ISR and Intelligence systems.
