COVER LETTER: Dear Mr. Avery or Ms. Slate, I am excited to submit my resume for the position of Utilities Director for the City of Oxnard. Taking into consideration my 40 years of employment history, I see this position as highly suited to my background, education and experiences. I would like to highlight a few points for you to consider. JAY ALLEN BELT * Waterman Industries, Inc. (As the Northwest Regional Contract Sales Manager, I met with WWTP and WTP design engineers in Washington, Oregon, Idaho, Utah, Alaska and Western Canada. I was responsible for all warranty repairs, contract negotiations and installation of Waterman Gates. This will help me understand problems with WWTP, WTP and Infrastructure.) * Provost and Pritchard Consulting Group (My Water Resource and Survey L.S.I.T. experience will help me oversee the WWTP and Survey Departments. I helped solve a discharge issue with the City of Visalia WWTP while at Provost and Pritchard (P&P). The WWTP was illegally discharging into a U.S. Waterway. I had to come up with better options. I noticed today that my final design of a 48" dia. discharge line that bypassed the river was recently constructed. I was trusted with some challenging customer relationships within my first weeks at P&P and was allowed to prove my communication and surveying skills. In a very short time, I built relationships across the full spectrum of individuals. From the Dairy farmer to the City Leaders, I was always effective in my responsibilities.) * Quad Knopf, Inc. (I became an L.S.I.T. and was promoted to AutoCad Supervisor over a team of drafting technicians. I was transferred into Engineering where I was a customer relations specialist. I met with several developers and land-owners on a weekly basis, keeping them apprised of their project schedules.) * Experiences (My greatest assets for this position include my 30+ years of Water Resource experience and my employee management skills. I have always used a "servant" approach. I learned recently in college that this style of management is referred to as "Servant Leadership". And while many corporate leaders love the idea of Servant Leadership and some even try to adopt it, most abandon the concept when they find that it is only successful when the leader incorporates it into the very fabric of their life.)
