QUALIFICATIONS SUMMARY Mr. Osborne is an industry professional with over 18 years of experience providing a variety of Integrated Program Management (IPM) support to civil transportation and defense clients. As a Project Management Professional, PMP, his management experience throughout the program lifecycle includes proposal development, requirements decomposition, risk management, generation of systems and subsystems statements of work, and continuous performance improvement efforts. Mr. Osborne has significant management experience in managing and reporting earned value cost, schedule and technical performance of projects or subsystems of major programs and multiple tasks orders. In addition, Mr. Osborne has assisted clients in developing strategic plans and concepts, and business process development and acquisition strategies. He has participated on bid and proposal activities and in the negotiation of contracts and contract changes. As well as, participating in the coordination and preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of subcontracts or task orders. Mr. Osborne is the current Lead instructor for Earned Value Management courses at the Federal Aviation Administration Headquarters.
