Mr. Arif Khan, a United States Citizen with previous security clearance, holds over 20 years of industry experience in public and corporate sectors in the United States, Europe, Middle East and Pakistan. He started his professional career as an application programmer (SAP R/3) in IBM and SAP. Later he moved up to project management, specializing in M&E. As Director of (M&E and IT) for the USAID funded Capacity Building Project, he designed and led the implementation of the M&E system for USAID FATA (Pakistan) mission office which was responsible for monitoring $750 million USG investment in the region. He also designed and led the development and deployment of Planning and Monitoring system for the Government of KP Province, Pakistan. The system is being used as a system of record for Planning, monitoring and Reporting of over 1200 projects worth $1.7 Billion/year. He led the design of a pilot M&E system -new Concept (Social Accountability Platform or SAP) for the UKAID funded Aitabar Project to support its social mobilization efforts in Khyber Pakhtunkhwa (KP) and monitor and track social activities and stakeholders' collaboration. As a head of the Project Management Unit in Federal Ministry of ICT, he was responsible for monitoring and reporting of 18 nationwide projects valued over $36.5 Million. He trained more then 350 Government officers in planning, M&E and other aspects of project management. Beyond planning and M&E, Mr. Khan excels in coordination and team building. As an M&E lead on USAID funded FATA M&E assignment, he coordinated data collection between eight USAID implementing partner organizations and the USAID FATA mission. In his Director (M&E/IT) role, on a USAID funded project, he managed approximately $14 million of M&E Capacity building related investments in FATA institutions. He has also served as Business Process Reengineering Consultant on USAID funded Public Accounts Committee of Pakistan's National Assembly (equivalent to Congressional budget office) where he led the digitization & Automation of the committee's business processes and proposed changes for efficiency. He founded a development firm (Stepnex) specializing in improving M&E processes by leveraging technology and providing third party monitoring services. He led its growth to over $2.4 million and managing over 100 full time staff in a period of 3 years. Mr. Khan completed his B.S. from Syracuse University and MBA from Boston University. He completed Semester long courses from MIT and Harvard Law School. He also managed approximately $10 million USAID investments in FATA regional government. Managing contracts, financial reconciliations, stakeholder coordination etc. Responsible for developing WBS, managing a team of expats, locals and third country nationals. He was a visiting faculty of Project Management (PMP) in Arid Agriculture University, Pakistan teaching Project management to the MBA classes.
