Career Summary: John has been engaged in the management of quality in engineering and construction projects for the last thirty five years and combines extensive practical experience with a proven technical capability. Typical of the projects completed are major offshore FEED and EPC contracts involving jacket / hull, topsides and drilling facility design, procurement, fabrication, construction and commissioning. In most cases John has been involved throughout all phases of the project from FEED through to handover. Although predominately oil and gas related, his experience covers a number of engineering industries including power generation, pharmaceutical, nuclear and transportation. 05-04-2009 until recent Employer: CHEVRON - Houston, TX Regional Quality Manager (RQM)- North America/Global Refining The RQM is the primary contact between the QMS Central Team and projects for the implementation and maintenance of work processes and tools. This involves the RQM assuming the role of initial Project Quality Manager (Big Foot, Jack and St Malo, Tahiti 2, Pascagoula Base Oil Project, JSM Export Pipeline to date) rolling out the QMS presentation to the Project Management Team (PMT) and developing/reviewing initial deliverables to support the project. The RQM is also tasked with ensuring that adequate resources are available to take over the role of PQM and to support the project throughout Phases 3, 4 and where required, 5. The RQM provides continuing support in terms of quality audits and continual improvement, thus providing independent verification of the suitability and effective implementation of the Project Quality Management Plans and compliance with agreed project specifications. On-going project support includes assistance with communication and training for the PMT and Contractors and working with project personnel to assess the adequacy of the QMS tools and to provide feedback to the document owners. The RQM works with the Projects and Business Units to develop and maintain a forecast of Chevron and contract Quality staffing thus ensuring optimum levels of quality personnel throughout all phases of the project. As a further role in supporting the projects, the RQM has a significant part to play in determining the current and future needs for the projects in terms of tools and documentation.
