QUALIFICATIONS: Over 20 years as a Permitting/Compliance Specialist in the biosolids industry. Attend all statewide FDEP technical advisory committee (TAC) meetings to keep current of industry regulatory changes. Update clients, landowners and company owners of changing regulations as it impacts their operational functions, permitting requirements and land use rights. Sample and monitor Biosolids Treatment Facility and land application sites as required by company operating permit and land use plans NMPs. Apply working knowledge of: regulations, science, engineering process control and database management to meet company needs for procurement and maintenance of contracts. Provide company solutions to challenges as it relates to changing biosolids regulations. Possess excellent written and verbal skills to serve as company representative providing information to landowners, contractors, engineers, utility directors, operators and regulatory staff and managers regarding company related matters. Serve as technical consultant to environmental attorneys for preparation of planning and zoning, and county commissioners meetings. Serve as expert witness in procuring company permits at county level. Extensive permitting and compliance experience with alkaline treatment, thermal alkaline (Class AA) PFRP, composting and indirect rotary thermal technologies and land application. Implement best manage practice BMPs, and best available technology, BAT. Hold regular meetings with public, regulators and company staff to resolve compliance issues as it relates public opinion matters such as odor control and off-site road tracking. Provide company marketing and sales support for procurement of biosolids management related services. Permit largest tract of land on east "Deseret Ranch" for beneficial reuse of land application of class B biosolids, both cake and liquid. Host ongoing management meetings to with landowners, public and agriculture needs of utilities. EDUCATION/LICENCES:
