QUALIFICATIONS: * A trained, certified and experienced accounting and administrative professional with strong background in financial management, disbursements and grant administration * 8+ years of financial management experience on donor funded projects and Government of Sierra Leone disbursed funds * Proven successful track record as a Account Officer and Senior Finance Officer of internationally funded donor projects and a Sierra Leone Government Ministry. * Familiar with the World Bank's and African Development Bank's Financial Management and Disbursement Procedures and that of the Government of Sierra Leone. * Knowledgeable in Financial Reporting and Auditing of Projects and in Public Sector Accounting and Management. * Ability to work with little or no supervision * Ability to quickly learn and apply applicable financial management and disbursement procedures of development partner, including donor agencies as applicable to project/program implementation * Excellent people skills, team player, proactive, results oriented, ability to prioritize competing demands, & has worked effectively with Project Implementing Partners and Donor Agencies, including the World Bank (WB), African Development Bank (ADB), Sierra Leone Government Ministries, Departments, and Agencies, and numerous local partners.etc. * Excellent skills in Microsoft Packages - Word, Excel, QuickBooks, etc. * Excellent oral and written communications skills
