I, Randy Felkner, have extensive construction experience, and expertise, in bridge, roadway, public works, rail, and airport construction projects. I, also, have an extensive knowledge of various State agencies (Caltrans, Arizona, Iowa, Missouri, and Nebraska), Union Pacific Railroad (UPRR), Burlington Northern Santa Fe (BNSF), and Caltrain procedures. Because of this expertise, I have been a senior construction manager, Office Engineer, and Resident Engineer on numerous projects for Parsons Brinckerhoff (PB). As a senior construction manager, I have supervised numerous staff members, and mentored them, as they gain knowledge and confidence in the diverse areas of construction. My duties include, tracking scheduling activities, scheduling and assisting survey crews, and preparing and executing construction quality control programs. As a field engineer, I reviewed, accepted, and/or rejected project submittals, ensured implementation of Quality Control Programs, monitored Safety, and Environmental Controls, and performed field Quality Assurance (QA) activities to ensure the quality that PB’s clients have come to expect. As an Office Engineer, my responsibilities include documenting and tracking contract change orders, force account billings, certified payrolls, monthly pay estimates, and final project close out documents, all awhile performing the duties of a senior construction manager simultaneously. I have also performed the duties of a Resident Engineer on numerous projects for PB, and others. Most importantly of these duties, I have delivered those projects on time and within the allowable budget of the clients. As a contractor, I was the Project Manager and Senior Estimator for numerous projects. As a Project Manager, I managed as many as five (5) different project sites at once, with staff crews of eight to twelve men per project, as well as managing variously skilled subcontractors and administrative staff. As the Project Manager, I was responsible for cost controls of material, equipment, and person-hour labors. I was responsible for meetings, both contractual and corporate, project milestones, scheduling and updates, claim avoidance, dispute resolutions, and claims negotiations. During annual non-construction periods, winter, as a Senior Project Estimator, I successfully estimated several Project Bids by gathering subcontractor bid quotes, estimating project schedules of resources, project durations, acquisitions of permits, and internal costs controls. I am a highly organized, detail-oriented construction manager. I have very strong communication skills, and enjoy communicating with team members, contractors, and the public. I, also, enjoy mentoring others has it provides me with valuable perspectives and knowledge in dealing with different personalities, and situations. Having the ability to work in cooperation with teams and individuals has allowed me to consistently achieve goals set by myself, and others. I have consistently demonstrated success in this capacity in the past and intend to continue this trend into the future. Proficient in the use of Microsoft Windows, and its program applications, as well as construction oriented software.
