Twenty-Five years of specialized experience in response, mitigation and recovery operations related to man-made and natural incidents of regional and national consequences. Considered to be an expert working within the National Response Plan Framework, National Incident Management System, Incident Command System, and Stafford Act. Provided command and control to response /recovery operations to 11 regional emergency response agencies. Been assigned as the Incident Commander on over 1000 response and recovery operations as well as being a key leader within a planning section directly supervising 10-40 personnel overseeing the actions of 20-1,500 professionals. Prime developer of policy and procedures governing CBRNE programs at a global, national and regional level. Experienced with partnering with federal/state/local and foreign nations emergency response agencies garnering memorandums of understanding and a full spectrum disaster response capability. Collaborate with senior staff in the planning, issues/topic selecting and developing, coordinating, scheduling, and implementing of the DoD, DOE, DoJ safeguards and security (S&S) oversight program. Responsible for leading team members and administrative support personnel, during professional performance of inspections, assessments and special reviews. Responsible for all activities associated with providing management, program direction, and guidance to conduct performance tests of protective forces and security systems. Developed terrorist scenarios and trained evaluators to perform exercise evaluations. Lead, and coordinate inspections for Nuclear Surety, Operational Readiness, Joint Service Vulnerability Assessments and National Nuclear Response Exercises such as HYDRA FURY. Identified strengths and weaknesses resulting from the inspection activities along with superior perfomers.
