Identify and shape the goals of the organization, making decisions on work problems and administrative proposals, and coordinating with others within and outside the activity on program accomplishment and collaborative efforts. Work involves preparation and management of grants, contracts, and other assistance efforts for research and development and contracts for equipment or services. Extensive knowledge and experience in the direction and set-up of various inter-company departments. (Payroll, Procurement and Program Control). Experienced in using various financial tools and programs to complete comprehensive analysis; justify resource requirements and develop strong written resource justification statements. Also, experienced with regulatory policies and procedures that support budgetary data submitted to OSD, OMB and Congress. Solid knowledge of transition management and organization change methodologies, including those for current-future state analysis, training, staffing, communications, documentations, process design, and procedure redesign. Experience preparing organizations to receive new process, policies and technologies. Knowledge of systems life-cycled development methodologies. Provide the necessary liaison between customer and the Contracting Officer to ensure effective coordination, negotiation, and advice. Familiar with Earned Value Management System (EVMS) and General Accepted Accounting Principle (GAAP). Proven ability to communicate with all levels of management both orally and in writing. Proficient in coaching and mentoring others relevant to carrying out complex analytical task to achieve desired end results. Experienced in Integrated Logistic Management (ILS) and Configuration Management (CM).
