PROGRAM MANAGEMENT EXPERTISE * Former USMC Air Traffic Controller. * Strong interpersonal and communication skills are combined with experience managing difficult resource and team dynamics in cross-functional and geographically disbursed project teams. * Managed multiple, simultaneous, R&D contracts with different government agencies and contract vehicles. * Led the design and build of the NASA CATS instrument avionics package including power, command control and communications (C3) functions. * Led turn-around effort on NASA CATS Laser development program. Successfully identified resource loading and materials purchasing issues and developed resolution plan. * Led NASA CATS avionics flight safety protocol design, evaluation, and testing to achieve flight approval. * Led full lifecycle DOD & NASA satellite CM documentation efforts obtaining internal and customer approval. * Simultaneously managed the Start Pulse Detector (SPD) and Wavelength Tracking Electronics Module (WTEM) instrument development efforts for the ICESat2 satellite development program. * Managed the development of a state-of-the-art optical test facility for two space based laser instruments. * Wrote the NASA/GSFC Contamination Control Plan Boilerplate and the Hubble Space Telescope Axial Replacement contamination control plan. * Managed the design, build, outfitting, and operations of a 1200 SF, Class 10, negative plenum, cleanroom. * Led the development of next generation Fiber Optic Gyro (FOG) coil manufacturing machines. * Co-wrote and implemented ISO 9001/AS9100C compliant Quality Assurance Plan for FOG coil manufacturing process. * Led the FDA OIMT EA Modernization effort including Business Capabilities, Technology Roadmaps, and the development of the Strategic Plan document for 2017 - 2020. * Led the development and enterprise-wide rollout of the Kaiser Permanente robotic laboratory bio-specimen handling and test system interface for the mid-Atlantic region. * Developed strategic alliances with big business and created consortiums of small businesses to provide complete solutions to complex requirements for government and commercial contracts. * Contract vehicles have included IDIQ, CPFF and FFP contracts. ITAR/FAR/DFAR experience and DCAA audit experience. Full lifecycle management of DOD, NASA, healthcare, and commercial projects.
