QUALIFICATIONS: Retired Major with over 20 years as an Army Intelligence and Security Officer, qualified and rated in all disciplines and awarded the Knowlton Award for Significant Career Contributions to Army Operational Intelligence, 2001. Nine years overseas assignments, of which four where "Hard Ship Assignments." Served as Commander for one of the largest and most complex Military unit consisting of 760 assigned soldiers in all disciplines, 1995 - 1998 Division Chief of North Korean Ground Analysis with direct responsibility for National Level Reporting and briefing all US Forces Korea Flag Officers to include the CINC, Korean Chief of Station, and the Ambassador to Korea. 1988 - 90 As the Deputy Director for Intelligence, US Army Japan, I directed all intelligence activities for the US Army, Japan. Also responsible for collections and analysis reporting directly to the Commanding General and National Level Intelligence Agencies. Performed direct liaison with Japan Self Defense Ground Forces, responsibility for security and intelligence exchanges. Prepared and briefed Joint and Combined Forces threat assessments of Asian Forces. Wrote and briefed assessments of threat countries to the Defense Intelligence Agency and related organizations. Prepared terrain analysis products for development of offensive operations to include products ranging from ground/air Avenues of Approach for LOW Intensity Conflicts to High Speed Traffic in a variety of contingencies. Responsible for coordinated directly with Joint US Pacific Intelligence Staff elements. Coordinated and planned over 10 major intelligence exercises Japanese and Korean Military Forces. Responsible for Counter Terrorism Training and Operations for the US Army Japan. Authored and established numerous Standard Operating Procedures that enhanced the protection of classified information and equipment to include Automated Data Processing and COMSEC material at the SECRET level. Division Chief for the Intelligence Assessment and Training Division of the Joint Task Force Six, responsible for creating Intelligence Operation Centers for each High Intensity Drug Trafficking Areas (HIDTAs) for the Office of National Drug Control Policy. Also charged with creating annual Drug Threat Assessments for each 32 HIDTAs for submission to Congress for funding each year. School trained and credentialed FAA Special Agent, Counter-terrorism 2000 - 2003.. Seven years' experience directing Joint Military, DoD, Federal Law Enforcement Agencies counter-drug operations with the last eleven years at the El Paso Intelligence Center (EPIC) supporting all aspects of their multi-agency programs with Analytical Support and Intelligence Collection Management and Resourcing. Special Consultant to Drug Enforcement Administration (DEA) EPIC Director on Collection Management and Threat Assessment Development. Served as the Deputy Director for Intelligence, ICE Senior Supervisor at EPIC. Worked on the General Air Watch, 2000 - 2003, providing real time research and analysis for on-going Law Enforcement Actions resulting in capturing aircraft, drug smugglers, tons of cocaine in transit and providing Law Enforcement de-confliction to protect two Special Access Programs with world-wide operations and release authority for related aircraft and transportation. Developed the first Collections Management and Intelligence Requirements Program for Law Enforcement Agencies co-located at the El Paso Intelligence Center, (EPIC). Reestablished and computerized the national and international "STATRAACK." Tracking Device Program that served a multitude of Intelligence Agencies and Law Enforcement Agencies. As a Subject Matter Expert, I represented EPIC and ICE in almost all inter-agency conferences and research programs. Provided National Agency Collection Requirement support to all authorized agencies attached to EPIC and coordinated with Joint Task Force Six for continued Military Analysis support and research projects. Authored several drug cartel and weapon cross border smuggling assessments and all smuggling analytical programs and analysis reporting. Trained junior analyst in analytical research, collections, Intelligence Requirements resourcing, and preparing multi-dimensional computer briefs tailored to each type of audience. Responsible for briefing all Federal Intelligence and Federal Law Enforcement Agencies, to include Congressmen and their Staffers, National Intelligence Director, Directors of CIA, NSA, DIA Counter Drug and Terrorism and their Staffs on all aspects EPIC's programs and capabilities. GS14/13 Responsible for Air Watch Duty supporting Counter-Terrorism and Special Operations SATTRACK Program. Selected as "Briefer" for visiting VIPs. Responsible for over 10 tones of Cocaine and 7 high performance Aircraft seizures. Chairman Collection Management Board and Intelligence Requirements Identification and Resourcing.
