My skill and experience closely match the qualifications for the position stated in the above referenced advertisement, I am writing to request an interview. As the enclosed resume’ reflects a very diverse background, I have over 28 years experience in the project management/engineering, skills in project planning for new construction, renovation, decommissioning, equipment procurement/installation, managing and selection of A/E, CM and contractor’s in all phases of construction, coordinate and provide cost controls (Estimating/budgeting/EVMS) for capital projects and/or departments for support on or within multi-projects, set-up and maintained all computer applications related to departmental projects and projects worldwide. I have experience in the Sustainability Energy, Program Management of Oil/Gas facilities, Manufacturing, Healthcare, Bio- Chemical/Weapons Of Mass Destruction and Explosive Ordnance Disposal (EOD) industry for over 15 of the 22 years and in that capacity. I managed the delivery orders and execution in accordance with DoD/DOE contract requirements, financial operations and project management procedures. Attend pre-issuance site visits for each job order to determine existing conditions, develop client needs in detail, and develop preliminary approximations of types of materials to be used and basic quantity counts. Review delivery order contracts, specifications, and drawings. Prepare estimates for each job order based on technical specifications and drawings or sketches; where feasible provided possible value engineering suggestions. Most recent worked on Sustainability Energy and GHG programs for potential renewable energy in the workplace to meet the E.O. 13514 and Statues which recently signed by the President of Untied States. My most recent assignment, I worked in Afghanistan as a Sr. Advisor to the Ministry of Interior (Facilities Directorate) with $5.3 Billion of facilities throughout the country providing guidance/Standards & sustainability for their entire infrastructure (Cradle to Gravel). I Support all the National Training Mission - Afghanistan (NTM-A), US Army Corp of Engineers (USACE) and International Security Armed Forces (ISAF) for executions to build transition and sustain for the Afghanistan infrastructures via the Ministry of Defense Advisors (MoDA) program. The area of responsibility also included national command for theater of operations which required conducting or supporting specific operations in the field. As we executed the operations from initial to a large scale will allow for transition to the Afghan National Security Forces (ANSF) and to be sustained for the future. Using the skills and expertise, also allow me to perform within our directorate in both joint and single theaters of operations. As Sr. Advisor, responsible for training and leading (Combat Engineers) in theater, topographic, and construction engineering operations; facilities maintenance; civil works programs; and leading Engineers troops in infantry combat operations. Provided the Train-the-Trainer for Facilities/Contract Construction Management Engineers as a certified Contract Officer Representative (COR) in Afghanistan via the Defense Acquisition University (DAU), Defense Contract Management Agency (DCMA) and USFOR – A; Commander’s Emergency Response Program (CERP). Additionally, with over 600 hours of classroom Counter-Insurgency (COIN) training and Ministry of Defense Advisors (MoDA) training on tactical, operational, and strategic levels dealing with enemy capabilities, intentions, vulnerabilities, effects of terrain and weather on operations, and predicts enemy courses of action. In the classroom and in theater we evaluated, interpreted, analyzed and produced general intelligence products in support of the DoD/NTM-A/ISAF requirements.
