Manage, initiate, plan, execute, monitor and control of all assigned programs throughout the life cycle of each program. Review Requests for Quote (RFQ) and Requests for Proposal (RFP). Prepare and submit responses as required by RFQ/RFP. Prepare program plans that incorporate applicable knowledge areas for each program, including business cases, staffing requirements, detailed budgets, work breakdown structures, schedules, Earned Value Management Systems (EVMS) data, and tracking of project Integrated Master Schedule (IMS) and Integrated Master Plan (IMP). Perform risks analyses for all projects that quantify key risks, provide effective mitigation strategies and assign contingency plans to address potential impacts of schedules and costs risks. Manage change management process. Identify, and build a high performing project team. Manage comprehensive program financial management activities, including budgets, sales and orders, EBIT, cash flow, working capital, monthly and annual forecasting. Maintain focus on P&L requirements for the business area. Source of expertise relating to Earned Value Management Systems (EVMS), Contracts Administration (CM), and Program Management (PM). Conduct training for Control Account Managers and other Stakeholders on EVMS techniques. Participated in company Initial Baseline Review (IBR). Participated in writing of the company Systems Description Manual for EVMS certification. Developed and analyzed EVMS performance indices (CPI, SPI, and TCPI). Review and manage corrective actions required by variances that violates performance threshold. Prepared and submitted Cost Performance Reports (CPR) to Stakeholders. Experience executing programs in accordance with Federal Acquisition Regulations (FAR) and Department of Defense FAR (DFAR). Experience with all types of contracts (FFP, CP, T&M etc.). Perform a full range of contract administration functions. Manage and participated in contract negotiations with DOD, and commercial customers (Foreign Military Sales (FMS) Direct Commercial Sales (DCS) to foreign and domestic customers and/or utilizing Foreign Military Funds (FMF)). Identify and pursue new business and program expansion opportunities. Experience with International Traffic in Arms Regulations (ITAR) and Defense Security Contract Agency (DSCA) policies and procedures. Energize, and motivate team members. Meet the requirements as defined in the contract and Stakeholders expectations, including internal management, and customers. Primary point of contact for all program activities. Communications with team members and Stakeholders. Prepare and deliver/present periodic executive reports to customers, internal management and all Stakeholders. Develop, refine, and implement project management methodologies, tools and practices to provide continuous process improvements that positively impact schedule and costs. Business Area strategic planning and execution that incorporates the fiscal objectives of the group and the corporation. Management of Supply chain vendor and subcontractor selection and performance. Ensure alignment of deliverables with project objectives and ensures that all deliverables comply with quality standards. Lead post implementation reviews for the closing process that captures and record lessons learnt. Ensure compliance to Defense Contract Audit Agency (DCAA and Defense Contract Management Agency (DCMA) policies and procedures.
