Specializing in residential, health, habilitative, vocational and family support programs for individuals with developmental disabilities, and consumers with mental illness and their families. Co-Founder, President and CEO (1979-present) Responsible for the function and the day-to-day operation of this $100MM healthcare agency. Managing a staff of over 1,000 full-time employees and additional 600 contractual professionals, including physicians, nurses and allied professionals. Career Highlights and Achievements Include Grew the organization from start-up to serving over 6,000 persons per day, this was accomplished via organic growth. Created and implemented a strategic plan and developed an effective and collaborative relationship with the Board of Trustees. Manage an overall annual budget of $100MM, with an operating expense budget of $75MM, with net revenue over expense of $2-3MM per year. Approved for a $10MM unsecured Line of Credit from a major US commercial bank. Function as Chief Investment Officer for two separate pension funds that cover over 800 employees. The two funds has routinely met or exceeded the S&P returns, meeting the organization’s investment goals. Ralph D. Farkas/ resume addendum GOVERNMENT RELATIONS 2002-2005 Served on Assemblyman Peter Rivera’s Task Force for the NYS Assembly Committee on Mental Health, Mental Retardation and Developmental Disabilities. The committee analyzed the statewide Mental Hygiene practices to help chart a new direction for the NYS Mental Health System. 2002 Gave testimony before the Speaker of the Assembly and the Assembly Committee on Insurance, speaking on the issues of escalating insurance costs, the difficulty of obtaining coverage at any cost, and its implications for PSCH and social policy. 2002 Presented a white paper “Recommendations for Reform in the Adult Home Industry.” Addressing the need that many individuals living in Adult Homes require OMH Community Residences. 2001 Gave testimony to the Assembly Ways and Means Committee and the Senate Finance Committee on Governor Pataki’s proposed budget.
