Mr. Friedman has more than 35 years of construction management, environmental management, facilities management, engineering management, and project management experience working with the U.S. Army Corps of Engineers (USACE), U.S. Air Force Center for Engineering and Environment (AFCEE), Department of State (DOS), General Services Administration (GSA), Department of Justice (DOJ), and Naval Facilities Engineering Service Center (NFESC). Mr. Friedman provided professional service and guidance by reviewing and analyzing project packages for content, design, constructability, risk analysis and all cost engineering matters related to Real Estate and Property Management, Design and Engineering, Construction Management, Historic Preservation, and Security Management Acquisitions and Logistics. With the State Department, Mr. Friedman served as technical expert in construction cost management and cost engineering services. He provided cost engineering advice and analysis on a comprehensive construction program for worldwide Overseas Building Operations (OBO). I prepare budget estimates for individual projects within the program range in value from minor projects of approximately $100 Thousand to major capital projects over $700 Million. He served as the Contracting Officers Representative (COR) for all service and construction contracts. He reviewed contract deliverable cost engineering products including cost estimates and risk assessments produced by independent third party Architectural & Engineering cost engineers. With the NFESC, Mr. Friedman served in the Security Engineer Division to plan, design, conduct research and development, and perform testing and evaluation on security systems and their major components. The systems developed concentrated on protecting personnel, facilities and assets from terrorist attacks, attacks by weapons of mass destruction, vehicular attacks by land and sea and attacks through surreptitious entry. Significant and Relevant Project Experience • September 2008 - Present, Resident Construction Manager, MACTEC Engineering and Consulting. Provide professional engineering and construction over sight for the privatization of USAF Military Family Housing. Oversight and Management of renovation of 560 military housing units supervising a General Contractor and subcontractor base and 81 new housing units. Responsible for interacting with local community management team, Development Director, and Air Force leadership. Project includes a total of 49 different plan types. I perform all services required for full-time design and construction surveillance up to the completion and final inspection of the Project Owner (PO) housing development. I interact with contractors, vendors, and NGA personnel to coordinate and accomplish major facility improvements and alteration, as well as oversee and support facility operations. All work was planned and coordinated for the transition to the new NGA campus to be completed mid 2010. • July 2004 – July 2007, Construction Program Analyst, State Department, Serve as the technical expert in construction cost management and cost engineering services.
