Expert in Telecommunications and Information Technology (IT) project management with national and international experience with an operator, a regulator and an intergovernmental institution. Most of experience acquired in Africa. Have effectively coordinated regulators and policy-makers from all Africa regions in the process of developing ICT strategies, policies and regulatory frameworks that stimulate broader social and economic development. Have expertise in the promotion of infrastructure sharing and public/private partnerships as tools to stimulate infrastructure deployment, in particular international gateways, IP backbone and broadband access networks. Offer expertise in program and project management, information and knowledge sharing and strategic planning. Have proven experience in the development and establishment of policies and procedures that foster regulatory effectiveness.
