Holly has over 27 years of experience in environmental regulatory compliance and permitting with a solid history of providing planning support, policy interpretations and recommendations to in-house legal staff and senior management, and has an established track record of building long-term, positive, strategic partnerships with myriad local, state, and federal agencies. Her expertise lies in federal regulations including the National Environmental Policy Act, Endangered Species Act, Clean Water Act, National Historic Preservation Act, Migratory Bird Treaty Act, Nevada Revised Statutes, Clark County codes, as well as federal resource and land management plans. Holly spent 18 years at the Southern Nevada Water Authority preparing compliance documents, obtaining federal rights-of-way, and performing planning and policy support. Her work ranged from project manager and technical lead for many environmental projects involving project conception and design, budgeting, hiring and supervising consultants and staff, implementation and oversight, problem solving, and technical review and writing. She served as company liaison on multidisciplinary teams and by participating in intra-agency, multi-agency, and specialized review boards to develop cooperative agreements and technical reports relevant to agency interests.
