Work EXPERIENCE 10/2014 to Present Head of Logistics (Supervisory GS-14) for the MH-60 Sea Hawk Multi/Special Mission Helicopter Program Office PMA-299 Foreign Military Sales (FMS) Department in the Naval Air Systems Command Headquarters. Responsible for management, training and supervision of 14Deputy Assistant Program Manager Logistics (DAPML's) direct report personnel and 52 offsite Logistic Management Support (LMS's) personnel. Providing lifecycle logistical support for six different type model series of MH-60 helicopter operating in Navy's thirteen Foreign Military Sales Partners, with a combined case value of over $5.5 Billion dollars. Technical Point of Contact (TPOC) for all FMS logistics contracting actions, direct logistics liaison to Foreign countries that operate, maintain and deploy the MH-60 helicopter weapons system. Manages the safe Packaging, Handling, Storage and Transportation of FMS customer assets form conus to countries designated port of embarkation. Head of the NAVAIR FMS "Rotorcraft" Working Group that encompasses three different PMA's H-53, H-1, Fire scout and MH-60 series aircraft, addressing like challenges across all platforms and provide solutions or way forward best suited for each FMS Customer. Manages the "Through Life Support" for all PMA FMS customers. The scope of this effort is to provide new and existing FMS customers with lifecycle and Program management support using the 12 Integrated Product Support elements: Product/Program Support management, Sustaining Engineering, Supply Support, Maintenance Planning and Management, packaging, Handling, Storage and Transportation (PHS&T), Technical Data, Support Equipment, Training and Training Systems, Manpower and Personnel, Facilities and Infrastructure, Computer Resources and Design Interface. 12/2010 to 10/2014 Assistant Program Manager for Logistics for the Air to Air Program Office PMA-259, Department in the Naval Air Systems Command Headquarters As the Assistant Program Manager for Logistics (APML) for the AIM-9M Sidewinder, AIM-7 Sparrow and RIM-7 NATO Sea Sparrow missiles. Assess and integrate in-service sustainment actions, utilizing cost wise readiness principles, to improve readiness and reduce costs of sustainment and major ACAT programs. Extensive training background trains and directs Deputy Assistant Program Managers (DAPML) in the execution of Integrated Product Support Elements. Tours of duty as Weapons Training Liaison Officer in PMA-205 and multiple assignments as Division Officer and Weapons Department Head responsible for training, direction and management of hundreds of active duty enlisted and officer Naval Personnel. Assists AIM-9X APML and Production Engineers in identifying requirements for Government Furnished Material (GFM) from AIM-9M missiles in support of future AIM-9X production missiles. In the absence of AIM-9X Sidewinder Missile system APML serves as technical expert for AIM-9X Ordnance Programs Optimization Model (OPOM). Trained AIM-9X DAPML in the use of OPOM model and reports associated. Assisted the AIM-9X APML in the development of LCSP and other source data in preparation for Independent Logistics Assessment (ILA). Assisted AIM-9X APML in establishing missile maintenance sectionalization testing capability with the PTS-15 Active Optical Target Detector (AOTD) Tester at NAMMU-1 Guam, giving NAMMU-1 the capability to test both DSU-15 and DSU-36/37 Deliver life cycle sustainment support at reduced cost, consistent with fleet demand signals at appropriate levels of cost, schedule and performance risk. Sustain Weapons System Support and Maintenance infrastructures. Perform Ordnance Assessment to ensure inventory is safe and reliable Interface with fleet and sponsor as measured by customer feedback Interface with fleet during yearly ILSMTs. Interface with Fleet, Type Commanders, and Resource Sponsors at semi-annual Weapons Readiness Reviews, POM, BAM reviews and Aviation Ordnance Training Symposium With the volatility of the NMRP, OPOM requirements and Maintenance Model Drivers. As Contracting Officer Representative (COR) manages $20M Repair of Repairable contract for Sparrow missile system. Manages an OM&N budget of over $7.5M and a WPN6 Spares budget of over $4.1M. Funding the maintenance efforts of two depots, three intermediate level maintenance facilities and one Technical Project Office (TPO) encompassing over 46 government employees at 17.2 man-years. Manages the updates and reviews APL's/AEL's and COSAL for all missile associated (over 300 line items) installed and supported on board CV, CVN and all L-Class ships that employ the Sidewinder missile System and the ships Nitrogen Purification Filtration Units (PFU). 03/2008 to 12/2010 Precision Strike Weapons Program Office PMA-201, Department in the Naval Air Systems Command Headquarters Assigned to the G5 International team as Deputy Assistant Program Manager Logistics (DAPML), responsible for management of all logistics elements on the Harpoon Weapon System, Launcher Control System, and Stand Off Land Attack Missile - Expanded Response (SLAM-ER) for multiple countries. Experienced in all facets of acquisition logistics. Work ethic to build good foreign customer relationship and satisfaction of the products we provide to maximize their readiness and minimize life cycle costs. Interface with United States Navy (USN) APMLs and many representatives from external organizations such as Defense Contract Management Agency (DCMA), Naval Inventory Control Point (NAVICP), Original Equipment Manufacturer (OEM), US Air Force Program Office and foreign embassy military representatives. Manages the Coordination/communication between DCMA, NAVICP, FMS customer representatives and OEM on multiple customer's concerns including procurements, Repair of Repairable (ROR), transportation of deliverables, Notice of Availability (NOA), scraps and demilitarization of articles for resolution or action to be taken. Develop/prepare logistics budgets, LCSP's and SEP's for multiple FMS customers. Research and review Engineering Change Proposals (ECP) for Configuration Management (CM) impacts to logistics. Review Technical Directives (TD) for accuracy and format in accordance with NA00-25-300, NAVAIR Technical Directives System manual and determine impacts to logistics and foreign customers. Identify obsolescence and Diminishing Material Sources and Material Shortages (DMSMS) issues. Research and prepare logistics Pricing and Availability (P&A) data and Rough Order Magnitude (ROM) cost information. Prepare/Review Statement of Work (SOW) and associated Contractor Deliverable Requirement Lists (CDRL) for Integrated Logistics Support (ILS) contracts. Participate in ILS SOW development discussions with multiple APML stakeholders and OEM to achieve most efficient and cost effective support to include economic order quantity buys and life of type buys when applicable. Manage preparation of Technical Direction Letters (TDL) to OEM for technical assistance on systems and/or training requests. Prepare official letters associated with logistics including advisory notices, bulletins, recommendations and answers to action items for the foreign customers and manufacturer. Review logistics documentation to include Maintenance Plans, Technical Manuals and documents and all ILS related documents for accuracy and impacts to systems and customers. Review multiple depot reports to include Inventory Report, Harpoon Asset Visibility System (HAVS) report, Depot Repair Status Report (DRSR) for individual countries for accuracy and submit recommendations and provide updates on spares and funding concerns. Review multiple supply reports to include Tailored Repairable Items List (TRIL), Allowance Parts List (APL) and Consolidated Supply Status Report (CSSR) for individual countries to determine document accuracy, applicability for WRA repairs and latest status of requisitions, and possible impacts to readiness. Co-lead with Industry Technical and NAVSEA Representatives in Harpoon Ship Command Launch Control System (HSCLCS) installation check-out aboard ship and HSCLCS Embedded Trainer (HET) installation and training ensuring proper operation and required spares were provisioned for system aboard all Harpoon capable ships. Reviewed, provided inputs and approved ICD's, CDD's and PLCCE's ensuring accuracy and proper configuration compliance for Harpoon capable ships for FMS customers. Work with NAVAIR transportation team to develop/update Transportation Plans (TP). Review and coordinate approval of TP for FMS customer cases. Assist customer in applying for Interim Hazard Classification (IHC) letter from Naval Ordnance Safety and Security Activity (NOSSA) to obtain necessary documentation for transportation of hazardous cargo utilizing Defense Transportation System (DTS) and commercial transportation. Assist customers process Supply Discrepancy Report (SDR) to resolve unsatisfactory equipment deliveries/status or quality deficiency issues. Coordinate with NAVAIR, NAVSEA and Freight Forwarder on movement of classified equipment to the foreign country to account for and track movement of articles to designated destination. Prepare/develop logistics briefing for Program Management Reviews (PMR) for multiple foreign customers and participate in oral presentations of all logistics concerns, issues, and action items. Participate in oral presentations and meetings with foreign customer embassy officials. Support the program office in execution of logistics acquisition requirements and in sustainment efforts of assigned systems in all logistics elements.
