Description
of work Performed: Management Consulting *Consulted to the President's Council of Economic Advisors (CEA) after Hurricane Katrina caused gas prices to nearly double in the United States in early 2006. The CEA was researching hybrid vehicle data and initially recommended that the President give a National Address encouraging the American Public to switch to hybrid vehicles. *Performed an in-depth fleet study for the Federal Deposit Insurance Corporation (FDIC), reviewing the mileage reimbursement costs for 2,300 bank examiners that use their personally-owned vehicle (POV) for business use. The purpose of the study was to determine if it was more advantageous to continue to reimburse the bank examiners at the IRS mileage reimbursement rate or reimburse based upon actual expenditures. *Project Manager for the General Services Administration's first edition of its "Guide to Federal Fleet Management." *Project Manager for the annual Vehicle Allocation Methodology (VAM) study at the US State Department since 2012, and related fleet projects since 2005 for their worldwide fleet of over 14,000 vehicles. This annual study identifies underutilized vehicles within the fleet that otherwise would go unnoticed. *The General Services Administration (GSA) released a regulation in 2004 requiring that all departments and agencies of the federal government have a VAM in place to determine the necessity of any current or replacement vehicle in the federal fleet. I led the project to develop an electronic VAM model, the first within the federal government. To date I have implemented a VAM at GSA, State Department, the US Marines Corps, DHS, and ICE. *Collected data to compute allowances for the DOD Basic Allowance for Housing Program (BAH) a U.S. based allowance prescribed by geographic duty location, pay grade, and dependency status, provides uniformed Service members equitable housing compensation based on housing costs in local civilian housing markets within the United States when government quarters are not provided. * *Maintained the largest rental housing database (AHRN.com) in the world, and annually collected, and verified, rental data on 350,000 rental properties across ~370 unique geographic locations, and ultimately computed the housing allowances for nearly one million members of the uniformed military. * *Served as one of the three original Architects that designed and developed the Automated Housing Referral Network (AHRN.com), a DOD-sponsored and funded website to assist military members worldwide to find affordable, available, and adequate rental housing at over 450 military installations across the US, and 29 locations in Europe and Asia, as they receive their Permanent Change of Station (PCS) orders to relocate as a pilot program back in 2003 for DOD. The AHRN pilot was so successful that DOD scrapped all previous IT efforts in this area, made AHRN the standard across all service branches, and funded its worldwide deployment. AHRN currently boasts over 1,000,000 registered military members, over 125,000 registered Property Managers, and a database of over 500,000 rental properties. * *Toured over 150 military installations with Military Base Housing Tours over a fourteen-year period, in support of the Basic Allowance for Housing (BAH) Project, with representatives from DOD to evaluate the availability, affordability, and adequacy of rental housing, both on installation, and "on-the-economy". * * Hired by the US Department of Defense 90 days after Hurricane Katrina to survey the housing damage along 100 miles of gulf coastline to determine the impact on the military assigned to duty stations in that area. Surveyed the damage for one week, by helicopter, to determine what midyear adjustments needed to be made to the BAH to minimize the out-of-pocket costs experienced by military members.
