I have worked in the IT/Operations/Biz Dev/Customer Support arena for the past 18 years, mainly for the same company during growth/reduction, merger/acquisition phases. I have a solid understanding of the infrastructure and software tools required to build and maintain a network or business at its different phases. I last held the dual position of CTO/COO, which I achieved over many years of service, while also acquiring a deep understanding of the importance of inter-department communications, product development and business requirements. I have excelled in communicating and partnering with other department heads, team leaders and vendors to successfully plan and complete projects. I have designed and delivered networks ranging from regional cellular (tower design, construction, connectivity, backhaul and core sizing), MVNO's (network, applications, back office and retail) to corporate networks spread across the country. I have a thorough understanding of the necessary network elements utilized by carriers or companies to provide different solutions. I am comfortable with most operating systems (Unix, Linux, OS X, Windows) and business applications. Exp eri ence PC M ana gem ent (M ob il eMatt erZ) CTO - COO / Aug 2009 - Dec 2017 We launched and managed over 30 MVNO's (mobile virtual network operators) supporting them at their different stages. I was involved in all aspects from strategic planning, budgeting and implementation to the day-to-day management. I spent a lot of time traveling, meeting with customers and vendors, gathering requirements so we could deliver the best solution. This was a role that required me to use a combination of sales and business development skills. Managing and supporting MVNO's demands that one be creative and have a willingness to quickly adapt. Once I understood the customers' requirements I would design a solution which sometimes required me to quickly learn a new technology or product. During this period in Harrisburg PA we also designed and built a new data center, customer care center and NOC, leading to significant cost savings. I was responsible for recruiting and building the team while also consolidating the engineering, IT and customer care staff to that location. I was able to recruit some of the best resources to staff our unique environment. As CTO, I was the decision maker for all aspects of this from design, to server requirements, routing, security, to remote monitoring and management tools. With the team that I built and managed during this time, we brought new concepts, to production ready products. This included documentation, workflows for engineering, customer care and retail. Our a-lacarte approach meant that we needed to customize our solutions for each customer including things like call center flows, user interfaces, order management, CDR formatting and customer databases. We built several new and unique solutions to fulfill our customers goals including one of, if not the first, FMC (fixed mobile convergence) solution which was trialed by several iconic brands. We began offering our platform (PaaS) and software (SaaS) as services to new and existing customers. This included creating our own API catalog that supported protocols and architecture such as SOAP, REST and HTTP post. I managed teams building databases (Oracle, PostgreSQL, MySQL), front-end and back-end UI's (ASP.NET, PHP, HTML, SQL, JSON, XML, Python) and apps. We also introduced VOIP and SIP options to support our unified communications (UCaaS) solutions while beginning to host many services at Amazon Web Services (AWS). Several unique SS7/SIGTRAN solutions were also deployed to support our MVNO's. As we managed the subscription-based billing and transaction platform we were also able to develop and deploy useful dashboards and reports based on Big Data analytics. I used my skillset and understanding of IT/network infrastructure to make this a success. We rebranded from PCM to MobileMatterZ in 2015, selling the local market, NOC and data center. I added the dual role of COO to manage the daily operations of the new company. We transitioned into a software as a service company in early 2016 and I managed the downsizing and shift of the product portfolio. In late 2017 PC Management (MobileMatterZ) decided to shut down and I am currently managing that process with vendors and staff. PC M ana gem ent Director of Operations / Nov 2004 - Aug 2009: Operations Manager / Oct 2003 - Nov 2004 Keystone Wireless -Switch Manager / Jan 2003 - Oct 2003 (promoted to Ops Manager at corporate) Conestoga Wireless -Switch Manager / Sep 1999 - Jan 2003 (sold and rebranded in 2003 as Keystone) I was recruited to deploy one of the first GSM mobile networks in PA. Because of my experience, I was involved with everything from design, construction and configuring the cell sites to the core switch. I also managed the design, ordering and installation of the backhaul network (copper, microwave and fiber) from the cell sites to the core and interconnects to/from the LEC tandems. While in these positions I was responsible to grow, strengthen and manage teams (ops and IT) in PA, WV and FL. This was a growth phase where we were deploying a new company wide WAN, designing, moving into a new corporate office and upgrading/refreshing all the retail stores in WV and PA. We brought these projects in ahead of schedule and under budget. We continued to design and build new cell sites in network while also upgrading the backhaul to existing sites. We deployed fiber and microwave backhaul to reduce op-ex and gain redundancy and capacity. I was responsible for review and approval of the design, along with costing of materials and construction, while managing the process to stay on budget/schedule. With a community first approach we were also one of the first carriers in our BTA to support E911 Phase 0, 1 and 2 when requested while working closely with the PSAPs and PEMA. During this period, we also launched a new service supporting MVNO's (mobile virtual network operators) across the US. I was deeply involved in the design, build and management of the new networks. I served the role of technical sales lead while promoting, closing and deploying all MVNO's. During this phase we created and deployed what we believe to be the first use of Pac-West landline DID's for mobile devices utilizing SS7 while also enabling them to receive SMS. We also provided a M2M solution (precursor to IOT) which was used by a customer for fleet tracking across North America and was also used in some of the first Smart City trials. This grew to over 2 million IOT devices before Big Data was a buzz word. We also deployed an international roaming solution that supported multiple numbers in a single device. I worked as the technical lead/interface with all vendors on sizing, bill of materials, quotes and contract negotiations. Managing the network was a key part of my job description while staying within budget as margins were thin. Under my leadership we introduced and managed new concepts for supporting remote staff and hardware ultimately saving cost of dispatch and downtime. We designed, deployed and managed solutions allowing us more centralized control while cutting cost throughout the network. Bell South Mob ili ty DCS Switch Tech / Nov 1996 - Aug 1999 We deployed one of the first GSM mobile networks in the US. I was involved in everything from monitoring site construction, connecting the remote sites to configuring the core switch. In short, this was an early statewide WAN. I was fortunate to have been selected from many candidates for on the job training of this new technology being deployed in the US. My eagerness to learn made me stand out then and today. Being part of a new industry at a young age instilled in me the value of team work and communication, proving we could bring something from concept to a commercial offer, working together.
