Managed all Purchasing and Contracts associated with the construction and ongoing operations of a $515 Million Green Field Titanium Sponge Production Facility. * Integral Part of the Management Team responsible for the successful completion and startup of this new production facility. * Created new Items Numbers with Master Data Elements, while setting up the Warehousing Operations for Production and MRO supplies to ensure each item had the correct attributes to be able to manage the inventory properly in Oracle. * Developed policies and procedures to keep the Purchasing and Materials Management operations cost effective and efficient. * Reduced man-hour costs 10-20% by utilizing Continuous Improvement Tools, including Process Flow Mapping and Waste Elimination. * Improved Inventory Accuracy to over 95% by implementing an automated Cycle Count program. * Reduced material and service related costs through careful research of multiple sources and negotiation to get the best value for the company. * Ensured compliance with budgetary guidance. Results: Productivity increased dramatically and we were able to bring this facility up to full production and receive ISO AS9100 Certification in an expedited manner. * Managed a $67 million capital equipment acquisition program for Tooele Army Depot's industrial complex: * Reduced man-hour costs 10-20% by introducing an automated tracking system replacing manual report preparation and tracking. * Cut paperwork 20-30% for all acquisitions. * Ensured compliance with Federal Acquisition Regulations. * Analyzed all equipment specifications and economic justifications to ensure the most effective piece of equipment was being procured. * Ensured compliance with budgetary guidance. * Results: Productivity increased dramatically. Whereas only $2 to $3 million of a $10 million equipment authorization was spent in previous years now the entire $10 million was spent for badly needed equipment well before year's end. Each year Tooele Army Depot received additional funding, up to $5 million, at year's end because of our highly efficient system could quickly process the allocation obtaining additional valued equipment before funding authorization terminated.
