SUMMARY OF QUALIFICATIONS Senior manager with over 20 years of extensive experience both in the Contiguous United States (CONUS) and outside the Contiguous United States (OCONUS). Experienced senior manager working on high-level, high-priority U.S. contracts relating to international security, specialized training assistance, military peacekeeping missions enabling stabilization to promote economic growth and poverty reduction in developing countries, using benchmarks to measure progress and ensure fiscal accountability. Highly experienced in austere military site development, construction and manufacturing industries. Skilled in negotiating and securing development and construction opportunities/programs primarily but not solely in the austere informal sectors of Africa. Extensive experience in technical proposal development and writing/responding to Federal Request for Proposals (RFP's) specifically for facility design, construction, scheduling, staffing and budgeting for fortune 500 companies. Experienced in developing and implementing regional and international construction programs for major organizations as well as U.S. Federal Government contracts to include both Program and Project Management. Worked as a lead technical writer for ARICAP and the African Contingency Operations and Training Assistance Program (ACOTA) solicitations. Four years in the South African Air and Ground Force based primarily at Central Flying School Donnottar the first two years with the balance served in different combat zones.
