RESUME SUMMARY: * Retired Naval Officer with more than 25 years of progressive experience in Senior Level Project Engineering and Technical Management. * Recognized expert within the DoD Biometrics and Forensics Operational Architecture Community, personally responsible for several key Operational Architectures and the Baseline Forensics Architecture. Invited to speak at the annual DoD Biometrics Forensics Symposium. * Recognized expert within the Army Architectural Community on System Architect and Rational development tools providing training to other team members and developing tools that improve the efficiency of these programs. * Disabled Veteran Status. * Provided training and leadership on JCIDS requirements for documentation of Architectures, including the new changes in 2015, in support of several Intel programs for the Army. * Project lead for the Intelligence Sensor Computing Environment (CE) Semantic Data Model (SDM) Project and QA for Architecture for the CE Working Group. * Used understanding of DoDAF Architectural Products and their required constructs to prevent the Biometrics Task Force (Now BIMA) from accepting invalid and inadequate architectures for the Biometric Enterprise, and assisted them in restructuring there development effort. * Extensive experience with DoD (Coalition and Joint) Interoperability Testing and launching new technology in the Defense Industry. * Well versed with UML tools -Requisite Pro and Rational Rose to create Use Case, DoDAF, Dependencies, Class, Activity and Sequence diagrams. * Experienced in taking high level interface requirements from Joint Systems Black Box projects and translating to SW requirements using UML and OO. * A Solid background in Design ('n-Tier' Firewall Secure networks), Network protocols, Testing Technology, Complete Life Cycle Development Methodology and Six Sigma Methodology (Process/development Training in Japan, NASA training in Capability Maturity Model). * Extensive DoD Communications experienced including * First Afloat WSC-6 SHF solved numerous EMI and Transmission problems * Extensive UHF Satcom & LOS experience (including Middle East) * Solved several Crypto synchronization problems facilitating Broadcast Mode Operations * Experience with numerous Tactical Data Links including Link 16 and Large Scale Enterprise Systems (Thailand Integrated Air Defense System) * Non DoD Environment in Internet/Intranet Security and Marketing Innovation in a high volume production Web environment (Technical Development Lead for American Express Corporate Travel) * While at JITC a member of the DoD Joint Interoperability Steering committee which developed policy for the Interoperability and Testing of all DoD Joint designated systems in order to meet their procurement Milestones. * A key member of the SAIC team that developed the Enterprise ISP for the Joint Tactical Radio System Joint Program Executive Office (JTRS JPEO), which included DoDAF architecture integration product planning, NRKPP and Capstone integrated requirements, ISP production schedule, and manpower requirements. * The primary drafter and manager of the Ground Mobile Radio "Systems Engineering Plan", from initial draft through completing and delivering the final draft to Program Manager. * Served as the Electronics Material Officer on Fleet Command Ship, controlled maintenance and installation budgets approaching $100 Million (over 3 year period). * Installed, Tested and Certified and upgraded Numerous HF, VHF, UHF, SHF systems on the flagship to meet all Operational needs. * Major contributor to the design, and managed the construction and implementation of the first forward deployed Flag Command Center (afloat), used extensively in the first Gulf War.
