Summary As Consulting Engineer (Bishop & Co), provide facilities operations services to US Department of Commerce at their state of the art, award winning, LEED Gold NOAA Campus located on historic Ford Island. Earlier, as CM for NAVFAC, managed construction and commissioned key elements of this campus including Sea Water Withdrawal for HVAC and aquatic facilities including captive care facility for fish and marine mammals, safety, security, fire protection and all building systems. Previously, as General Contractor's Project Manager, completed $100 mm wood burning power plant in Kauai including three gravel packed wells for steam production (Valley Well Drilling/Tom Nance). As Owner's Rep/Lead Engineer, HART, competed Kiewit/Kobayashi $200 mm Rail Ops Center. As Governments Rep commissioning lead gold NOAA facility on Pearl Harbor. As City and County of Honolulu's H-POWER Administrator, responsible person in charge for recently completed capital program including Air Pollution upgrade ($50mm), plant refurbishment ($50mm) and third boiler expansion ($300 mm) administering a series of design build contracts. Personally authored EA, managed consultant for EIS including PHRA, managed design consultant including ground water with drawal and reinjection for plant cooling, managed construction/start up and operations. Previously, as VP for WBE CM/CI company managed projects and provided staff including contract administrators and field inspectors as a sub consultant on projects including BRAC reuse of South Weymouth Naval Air Station (NAVFAC). Projects included fate/transport and clean up of groundwater contamination (FOST/FOSL by Foster Wheeler) USCG, east coast COE, NE region including estimating services (MCASES). On site QA Manager for design build highway widening (Rte 3 N) and commuter rail (Greenbush) projects. Municipal Consulting engineer including water/ waste water and solid waste thru out Massachusetts and NY. Phase 1,2, and 3 assessments. Landfill closures including ground water monitoring.
