QUALIFICATIONS Mr. Sincali has 30+ years experience in project design, programming, & commissioning of distributed automated control systems, electrical energy generation/monitoring/remote distribution control, CNG gas detection systems, pharmaceutical batch processing, paper/pulp mills, water/wastewater treatment SCADA and other advanced process control system applications. Recently, he has successfully implemented many large-scale control systems for Bristol Myers Squibb, Wyeth Pharmaceuticals, Applied Scientific Genzyme, Thermo Scientific, Applied Biosystems, Millipore, Pfizer, GE Healthcare, Amgen, Boston Edison, Johnson Matthey, Merck, Eli Lily, Norwich Public Utilities, E-Ink, RIPTA, MBTA, POMA-OTIS Transportation Systems, U.S. Filter Corporation, SPEC Process Engineering, Bio-Shelters, ISO - NE, LSNE, NRG, and Square D (Groupe Schneider) amongst others. His extensive experience includes design/configuration of plant-wide DCS & PLC automated control systems, wide-area/remote computer control networks and software development for biopharmaceutical, transportation facilities, food/beverage, specialty chemical, municipal water/wastewater, electrical generation/distribution, and many other commercial federal/state installations. A recognized expert in the design, programming, and commissioning of advanced control system technologies for a variety of industries. As an electrical engineering project manager and field systems engineer, Mr. Sincali has in depth knowledge of all types of advanced communications, redundant control system designs, UL508A control panel design/fabrication, SIL 2/3 safety equipment/design standards, and real-time electrical grid monitoring protocols. Also, have reviewed remote generation sites & transmission systems for compliance with NERC, NPCC, and ISO - NE reliability criteria. Configured ACS "PRISM" RTU's using real-time IEEE60870 and DNP 3.0. Coordinated Alstom Grid SCADA connection at ISO New England for Tracor, Inc., Wallingford, and Norwich Public Utilities. Fully trained in all FDA validation stages including IQ, OQ, and PQ procedures.
