EXPERIENCE SUMMARY: Mr. Winkler has over 20 years of military and defense acquisition experience. He is a Subject Matter Expert (SME) in the Program Risk Management process. In addition, he has a background in System Safety Engineering Support, and specialized knowledge of International Relations. He is currently serving as the Safety Lead for the PdM Radar Systems Family of Target Acquisition Systems (FTAS) and the programs under Long Range Radar contract support to the Marine Corps Systems Command (MCSC) with a consistent record of accomplishment of increasing safety awareness and statutory, regulatory, and legal compliance that has resulted in a dramatic reduction in safety incidents. Mr. Winkler is particularly strong in integrating, optimizing, and leading system safety, ESOH, and risk management. He has a deep expertise identifying, assessing, and mitigating workplace incidents and establishing safety cultures marked by enterprise-wide engagement, proactive policy deployment, safe workplace best practices and continuous improvement. Mr. Winkler is skilled in fostering collaborations, fully engaging people across functions and disciplines, influencing safety decisions and performance. He served in various assignments of increasing responsibility as an armor officer in the U. S. Army. Mr. Winkler is the former Vice Chairman for Membership Services of the Quantico Chapter of The Society of Logistics Engineers (SOLE). John Winkler civic responsibilities include serving as an Officer of Election (Chief Officer) for Spotsylvania County and also as one of the two appointed voting county delegates for Spotsylvania County to the Rappahannock Juvenile Detention Commission (RJDC).
