Developed and implemented Provided pollution prevention oversight, policy and project management for Ozone Depleting Substances, hazardous materials/waste, and recycling programs. Supervised a multi-functional team consisting 1 Environmental Engineer, 1 Physical Scientist, 1 Environmental Specialist and 1 Military Officer. Major Duties: Coordinated and managed the Environmental Compliance Assessment and Management Program (ECAMP). Performed technical review of repair, maintenance and construction projects and ensured environmental requirements were implemented and secondary containment and monitoring devices were installed. * Supervised the operation of a 1-year permitted storage facility with an interim Subpart X (OB/OD) permit, including the training of 30 hazardous waste generator personnel. Key Accomplishments: * Managed a $100,000 budget for the Pollution Prevention Section. Oversaw development and implementation of pollution prevention and source reduction measures, which reduced the generation of solid and hazardous waste by 30%. * Supervised the investigation and cleanup of hazardous waste releases for 10 Solid Waste Management Units using the Resource Conservation and Recovery Act (RCRA) Corrective Action process. Analyzed results and developed solutions that reduced the number of areas requiring further investigation and cleanup by 30%. * Coordinated the review of 30 host/tenant support agreements. Developed closure plans under RCRA regulations with the California Department of Toxic Substances Control (DTSC) office. Worked with DTSC to develop a model hazardous waste handling program to train the local Certified Unified Program Agency. * Prepared a 1-year permitted storage facility for closure and advocated for funds to close the facility and transform it into a 90-day storage facility. * Environmental Engineer regional policies and plans for Navy oil and hazardous substance spill response for Northern California in accordance with the Oil Pollution Act of 1990.
