SUMMARY OF QUALIFICATIONS: * Retired after serving over 31 years as public safety/law enforcement officer, with various levels of responsibility and duty appointments, with over 22 years of which were served in leadership and command level assignments to include Major Crime Investigations, Special Investigations and Special Operations Division (SOD) commander. * Member of the National Capital Region (NCR), Council of Government (COG) senior level strategic working group, tasked with legislative initiatives, establishment of region wide mutual response agreement, cross jurisdictional protocols, joint exercise planning, and successfully championed, managed programs and administered multiple UASI and state level grants for LEO and EOD Type-I response capability enhancement for both the Department and NCR Regional LEAs. * Served on multiple Science Technology subject matter expert (SME) working groups (security, tactical, explosive/energetic and robotics), sponsored by DHS, NIST, TSWG, NBSCAB, and JIEDDO, specific with identifying mission based and end user requirements, test and evaluate and issue advancement for various public safety and LEO capability enhancement apparatus. * Served on numerous Federal, State and multi-jurisdictional Task force, focused on prolific crimes, domestic and transitional terrorism and perform vulnerability and capability gap analysis for the department and NCR wide vital assets and critical infrastructure analysis as part of the continual regional buffer zone protection and security fortification directive. * Participated over 50 Presidential (under four administration), Heads of States, VIP and special events protective details by coordinating tactical and Explosive Ordnance Disposal (EOD) support to TSDs with security and protection elements to facilities, routes, venues and principal. * Current and active PS/LEO instructor since 1985 and certified through various agencies to include, two year assignment as the Recruit Training Commander MC Training Academy (PSTA), MD Police Training Commission (MPTC), DHS, EMRTC, MEMS, University of Maryland-Adjunct (MFRI), Montgomery College-Adjunct (MC), NFPA, and D/S-ATA, with wide instructional deliveries from basic to leadership level curriculums ranging from tactical, criminal/forensic investigation, investigating terrorism incidents, to explosive countermeasure and post blast investigation. MILITARY AND EDUCATION: Served with the U.S. Marine Corp and received an Honorable Discharge from 1976 - 1980
