Experience Summary: Over Twenty-five years of service in the United States Marine Corps including, ten years in Telecommunications Maintenance with ELMACO, using the MIMMS as maintenance tool, eight years in Communications Systems Engineering and C4I Architecture, Concept Definition, Design, Research, Development, and Acquisition, and seven years in Communications Operations (C4ISR). Twenty-two years of professional: Operations, Engineering, and Information Technology experience. Communications/Electronics: Participated in the Research, Development, and Engineering, including analyzing system technical documentation and interoperability between MAGTF C2 systems, and defining logistics requirements, documentation, and support system requirements for Marine Corps Communications-Electronics equipment. I performed engineering research, development, and system definition, design, and technical evaluations of these systems, and track C4 systems within the acquisition process including out-year investment funding, milestones, lifecycle support fielding and interoperability with legacy systems. The result of this development effort was an improvement of tactical data, better electronics and telecommunications systems and equipment, for the Marine Corps Development and Educational Command, (C3 Division). Maintenance of programmatic documentation to include, but not limited to: * Extensive knowledge with DoDAF Architect * Extensive knowledge of the 5000.2 (DoD Acquisition System) * Requirements Analysis, * Engineering Change Proposals (ECPs), * Requirements Traceability Matrix (RTM) * Information Support Plan (ISP) * Systems Engineering Plan (SEP) * DoD Architecture Framework products * Configuration Management (CM) products * Spectrum Certification Compliance (DD-1494) * Clinger-Cohen Act compliance products * Program Protection Plans * Total Force Structure Management System (TFSMS) * Support the Integrated Product Team (IPT) lead with execution of technical meetings, System Engineering Technical Reviews (SETR), engineering reviews and conferences * Develop and maintain the Integrated Master Schedule and Integrated Master Plan using Microsoft Project * Update and maintain the TCM TOPIC site update and maintain the TCM PM Fact Book The Development Project Officer (DPO) for the Position Location Reporting System (PLRS) for systems design, system design evaluation, acquisition plan development, specification development, proposal evaluation, contract negotiations, and contract management of all PLRS Computer hardware and software related projects. I have four years' experience responsible to the Single Channel Ground Airborne Radio System (SINCGARS) Program Managers Office of Marine Corps Development and Educational Command (MCDEC), Command, Control, and Communications Division (C3 Division), Development Center (formally MCRDAC - now is MARCORSYSCOM) for concept development, research, design, evaluation of designs, and contract management of all SINCGARS related research and developing projects (C4ISR). Military Acquisition Logistics: Provided engineering support for the development of SINCGARS technical, and program documentation, including program plans and schedules, technical coordination efforts to integrate the Airborne Relay and Shipboard portions of the Navy Shipboard SINCGARS program. I provided technical review, and analysis of logistics and engineering documentation, making recommendations for correction of errors and deficiencies for SINCGARS program. I coordinated with NAVSEA and SPAWAR offices, regarding ship availability schedules and developed appropriate implementation plans. Network Engineer: Over 10 years detailed Networking experience, Defense Message Systems (DMS) telecommunications design, implementation and operations support. Analyzed user requirements and equipment performance specifications and developed specific network architecture and topology recommendations. I served as principal DMS detailed design engineer for three Defense Information Systems Agency (DISA) DMS Transition Hubs. Developed detail design plans for six DMS regional nodes and reviewed and assisted with development of twenty-five DoD DMS sites. Experience in the following: * DoD Communications background * Joint Tactical Radio System (JTRS) * Extensive knowledge of DoDAF enterprise architecture solutions * Army Enterprise level Reference Architectures * DIACAP C & A packages * MS Project (Intermediate to Expert) * ACAT III Programmatic Documents Functional Responsibility: I have operated independently and solve complex technical problems. I'm capable of generalizing with knowledge of various systems I have a high level of expertise with tactical systems or subsystems. I'm capable of leading a technical team to accomplish broad project requirements. Senior Enterprise Architect, Femme Comp Incorporated (FCI), 05/15 - Present Supporting US Army, at Fort Belvoir, CIO/G-6, as part of the Army Architecture Integration Center (AACI), to develop Army Enterprise level Reference Architecture (such as "End-User Devices" & Enterprise Service Management") to meet CIO/G-6 required Enterprise principles/rules/constraints, and review/staff/integrate DoD Reference Architecture for equities to ensure Joint interoperability, effectiveness, security and efficiencies. Coordinate with operational, system, and technical architects throughout the architecture development life cycle required to facilitate the System of Systems (SoS) interoperability requirements. Responsible for providing guidance for the refinement of reference models, capability sets, common operating environment and program specific architectures.
