To whom it may concern: I am James Lewis Sherouse. Based on my knowledge, skills and abilities here is a brief snapshot of what I can offer your organization. I was in Afghanistan from March 2004 through Dec 2012 supporting “Operation Enduring Freedom”. Our Team covered the entire nation of Afghanistan in support of the United States Army CORPS of Engineers, (USACE). They built installations to establish the new Afghani National Army and Afghani National Police, (ANA & ANP). It was a challenge that we successfully achieved. Task Order 715 was closed out in 2010-2011 and we received a letter from the KO, Contractor Officer, Miss Edna L. Pond, of “No Exception”. Simply put, that is as good as one organization can hope for. As the Country Manager in 2011-2012, we were the Prime Sub-contractor for the ANSF O&M North and South Afghanistan. The yearly contractual budget was in excess $120 million which was renewed on a yearly basis after successful review. I should mention from July 2003 – July 2012 the program did not have a Loss Time Accident. Please review and I look forward to communicating with you.  Direct and manage program development from beginning to end.  Define program scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.  Develop individual full-scale project plans and associated communications documents.  Effectively communicate program expectations to team members and stakeholders in a timely and transparent fashion.  Liaise with program and project stakeholders on an ongoing basis.  Estimate the resources and participants needed to achieve individual project goals.  Draft and submit budget proposals, and recommend subsequent budget changes where necessary.  Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during program cycle.  Set and continually manage program expectations with team members and other stakeholders.  Delegate tasks and responsibilities to appropriate personnel.  Identify and resolve issues and conflicts within the program team.  Plan and schedule program timelines and milestones using appropriate tools.  Track program milestones and deliverables.  Develop and deliver progress reports, proposals, required documentation, and presentations.  Determine the frequency and content of status reports from the project team(s), analyze results, and troubleshoot problem areas.  Proactively manage changes in program scope, identify potential crises, devise and energize contingency plans.  Define program success criteria and disseminate them to involved parties throughout project(s) life cycles.  Coach, mentor, motivate and supervise program team members and contractors, and influence them to take positive action and accountability for their assigned work.  Build, develop, and grow any business relationships vital to the success of the project.  Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful program elements.  Develop best practices and tools for project execution and management as per contractual authorization.  Track budget for all assigned projects and work with the Accounting Department to insure charges are applied correctly; Sincerely, James L.
