SUMMARY OF QUALIFICATIONS: As a senior Navy medical officer, have been responsible for a wide range of related health service support activities. In this capacity, have planned, implemented, executed, and coordinated the management of complex medical support systems. Demonstrated the ability to deliver complex health service support during peace, crisis response, and in wartime. ACCOMPLISHMENTS: Management / Leadership: Over 15 years of experience leading, supervising, managing, and training U.S. Navy medical personnel at various commands, to meet peacetime and war fighting readiness goals of our military. Planned, coordinated and executed the U.S. Navy medical support for the wars in Afghanistan and in Iraq, to include over 2,000 medical personnel, one 1,000 bed hospital ship, and 2 field hospitals. Led the planning and execution of Naval medical support to U.S. and Coalition forces during Maritime Interdiction Operations and many other operations in the Middle East and Horn of Africa. Team Building / Organizational Management: Coordinated, established, and implemented Managed Care concepts, and Tricare health care delivery system, U.S. Naval Hospital Guam. Conceptualized, coordinated the conversion of 2 Active Duty-only out patient branch clinics to 2 Primary care clinics. Results: Significant improvements in delivery of health care for families and Active Duty members. Led the restructuring of Command organization, U.S. Naval Hospital Guam. Results: Fewer Directorates, more efficient employment of Active Duty and Civilian personnel, and enhanced delivery of patient care. Disaster Relief / Humanitarian Assistance: Coordinated the medical support and complex evacuation of the survivors of a 747 Korean Airline crash on the Island of Guam. Directed U.S. Navy medical support of 7,000 Kurd evacuees in a Joint Task Force repatriation effort. Sixty- three (63) healthy Kurdish babies delivered at U.S. Naval Hospital Guam. Directed medical support to over 100 school children, passengers of a three-bus collision, U.S. Naval Hospital, Guam. Financial Management: Supervised the budgeting and execution of a $20 million hospital operational budget. Met the new Managed Care cost constraints challenges, while maintaining fiscal control over several external non-medical facilities. WORK HISTORY: Staff physician, U.S. Military Entrance Processing Station, Tampa, Florida, 2005 to present. Chief Medical Officer of the station, January 2012 to June 2013. Provided several thousand medically qualified accessions to all branches of U.S. Military during peace time and deployments. Force Surgeon, to Commander U.S. Naval Forces Central Command and Commander U.S. Fifth Fleet, Bahrain, 2001-2004. Supervised all aspects medical planning deployment, and employment of U.S. Navy medical systems in support of U.S. and Coalition forces throughout the Middle East. Results: Unique, and challenging medical assistance to thousands of U.S., Coalition, enemy forces, and displaced citizens during the wars in Afghanistan, Iraq, and several other operations in the Middle East and Horn of Africa. Senior Navy Medical Corps Assignment Officer, Navy Personnel Command, 1998-2000. Coordinated the assignments of Navy medical doctors to key, senior medical staff, operational, clinical, and Post Graduate medical training positions. Executive Officer, U.S. Naval Hospital Guam, 1996-1998. Orchestrated the development and implementation of all aspects of Managed Care and Tricare. Coordinated the management of several crisis responses and humanitarian assistances. Led the way for successful Inspector General, and Joint Commission on Accreditation of Hospitals Organization inspections. Force Surgeon, Okinawa: Third Force Service Support Group, 1992-1994 Third Marine Division, and Third Marine Expeditionary Forces, 1994-1996 Developed and implemented effective medical deployable systems, personnel medical readiness and training, in order to support all requirements of Third Marine Expeditionary Force’s peace time, contingency, and war fighting goals. Director of Medical Services, U.S. Naval Hospital Okinawa, 1989-1992 Managed medical quality improvement, fiscal, safety, personnel management, and training of 10 directorates, and 8 out-patient treatment facilities, in order to deliver proper health care services to thousands of Navy, Marine, Air Force, and Army service members and their families on the island of Okinawa and adjacent areas.
