Key qualifications Managed, implemented, and maintenance of 36 project specific procedures, consisting of process maps, administrative forms and their revision updates/history, as the designated "Project Quality Representative (PQR). * Conducted and analyzed "Internal Compliance Audits, " to ensure Project Management Consultancy (PMC) is in compliance with project specific procedures and equally aware of their implementation. * Conducted "External Audits, " on Contractors to ensure they are in compliance with specifications "General Requirements" and there QA/QC Project Specific Quality Control Plan. * Submit detailed analyzed reports to Project Director/Manager noting strength & weaknesses, procedures not being followed or specifications requirements not considered, issuance of Non Conformance Report (NCR), Corrective Action Report (CAR) or Preventive Action Request (PAR). * Manage QA/QC Program by educating Contractors regarding their contractual obligation, scope of work, and requirements as stipulated in project specification "General Requirements" and section 01400 Quality Control. * Established and maintained bi-weekly QA/QC meetings to educate and train the various Contractors QA/QC Managers/Engineers, incorporating ISO standards regarding submission of and for approval a "Project Specific" Quality Control Plan, Testing & Inspection Plan, and Commissioning Plan. * Educate and trained Contractors QA/QC inspectors on how to develop a check list utilizing project specific definable feature of work specification three (3) primary categories (i.e. section 1-General/Submittals, 2-Products & 3- Execution/Installation) and how to conduct initial and follow-up inspections. * Planned and prepared strategies to ensure Contractor is aware of dos and don'ts referencing the start of a new definable feature of work through "preparatory" meetings whereas pertinent specification information is discussed. * Coordinated and organized site visit/walks with Contractors and Supervision Consultancy Teams and their various disciplined personnel to note works in progress and work in progress not in accordance to specifications, industry standards, codes and / or design intent. * Developed monitoring and tracking tools to identify issues, and closure of outstanding issues as a result of site visit/walks. * Independently conduct site inspection audits with a detailed report associated with photos, submitted to Project Director/Manager for follow-up with Contractors managing personnel. * Coordinated, organized, and liaisons with Client/Owner representatives through informal meetings, site visits and follow-up on an array of issues rose by Client/Owner. Construction Manager: to advise Project Manager on any potential variation to scope of work, which may generate cost or time impact and present PM assessment* Ensure Contractor Compliance with its Contractual obligations concerning Design changes, Trend Notices etc. Conduct regular visits to Project site for global monitoring of site activities in respect of Quality, Safety and Progress and advice Project Manager of findings, area of concern and corrective action. Project Management Procedures (PMP): Full implementation and drafting of "Project Specific Procedures" control of procedures and related forms shall be responsible for the maintenance of the Project Procedures Status and Control logs shall be responsible for the distribution of procedures shall review the content and application of the Project Specific Procedures for conformance to contract terms and, as a matter of routine, shall monitor the application of the procedures on the project and perform conformance audits. Quality Control Plan: The Quality Control Plan defines how the General Contractor will provide necessary controls, supervision, inspections, testing, and documentation to fulfill the requirements of the contract. Adherence to the Quality Control Plan will ensure compliance with all contract documents and applicable standards related to materials, equipment, craftsmanship, fit, finish, and functional performance. Quality Control Process: The Quality Process is a five-step process (Pre-Mobilization/Kick-Off, Preparatory, Initial Inspection, Follow-Up Inspection & Final Inspection) that is followed for each definable feature of work (DFOW). The fundamental concept of the Quality Process is to focus the team's effort on planning and preparation in order to install the work correctly the first time. This proactive approach will significantly reduce the effort during the inspection phases and should decrease the number of final punch list items. Internal Quality Audits: The Quality Audit is to develop and evaluate the effectiveness of the Quality Control Plan and the fundamental requirements necessary to have a sound Quality Control Program. The audit identifies areas of strength and brings focus to opportunities for improvement that will produce the greatest returns for the project. This incorporated five (5) simple steps: Purpose, Requirement, Responsibility, Execution and Tracking Document Control. I am skilled at applying construction management knowledge and experience to control quality and accomplish specific contract requirements and utilizes the five-phases of the quality control concept to prevent "good work from being installed over bad work" or related problems and deficiencies. I have served on an array of projects totaling more than $ 6.5 billion (USD), from basic engineering technician field sampling & testing to a full pledged quality control manager with room for growth. Specifications play an integral part regarding meaning, interpretation, understanding, and how to erect in accordance to contract documents in other words, what is required and what is expected. To ensure Contractors installing work are responsible for adhering to all applicable codes and standards referenced in the contract specific documents/specifications. At a minimum, the Contractor is to have a copy of the codes and standards specific to the project. Commissioning: Commissioning (Cx) is the systematic process of validating that all building systems perform interactively according to the design intent, the systems are efficient and cost effective and meet the Owner's operational needs, the installation is adequately documented and that the Operators are adequately trained. This is achieved by assembling a Commissioning Team with assigned roles and responsibilities for determining the systems and equipment to be commissioned, developing a commissioning schedule, identifying and obtaining required documentation to perform commissioning, establishing acceptance procedures, validating systems through testing, identifying training requirements, and assembling all commissioning documentation for turnover to the Owner. Total investment budget: 1.3 billion USD. Vinhomes Central Park Project is divided into several main areas that includes, modern and luxury apartment (from 1-4 bedrooms) / apartment duplex / penthouse over 70 villas (3.65 ha) Vincom commercial center including shopping, food court and entertainment center (59.000 sqm) international hospital Vinschool education system from kindergarten to elementary, middle school and high school. It also offers a unique cruise harbor on Saigon River coupled with a scenic campus and residential utility. Responsibilities/Task: A culturally unique challenge regarding professionalism in the development/training of an inexperience management team, staff, and support personnel which includes construction management, document control, quality assurance / quality control, health, safety and environment and logistics. Working with a team of Contractors who's only concern is billable per square meters and a lack of interest in coordination and sequencing of works, quality or safety related issues. The undertaking of constructing infrastructure taking place last with four (4) structural stories or more of completed above ground works installed and its excavation resulting in deflecting sheet-pile failure without horizontal supports and or (geotechnical) tie-back system causing structural damage to installed cast-in-place concrete caisson/column works. Initiating, monitoring and documenting the deterioration of cast-in-place structural caissons columns and slab and initiating written reports and communications as such with the structural engineers of record (video/photo). The ongoing task of coordination and sequencing of MEP works by the various Contractors with varying degrees of inconsistency, related drawings, knowledge and skilled workforce. Grand Hayat Luxury Residence Project Description: The Hayat Palace Luxury Residence covering 11,637 square meters is located in the Narimanov district of Baku, Azerbaijan includes five (5) individual 10-story residential building consisting of boutiques, restaurant and closed parking area. Each residential unit will consist of centralized heating and air conditioning systems, energy efficiency system, and electric generator for uninterrupted power supply, regular hot and cold water supply, a modern water filtration system and other services. Responsibilities/Task: To observe monitor and verify the General Contractor and their Subcontractors execution of construction works performance to verify compliance with industry stands regarding quality related issues. Provide daily observation reports of the contractors work as it relates to quality of works completed. The Hill Team will schedule and facilitate regular quality assurance meetings, provide effective leadership through management and technical expertise. Ensure the issued and approved Quality Control Plan is efficient and fully implemented by the General Contractor and Subcontractors. Facilitate and coordinate a Commission Team including local authorities having jurisdiction for start-up and functionality testing to affectively handover the project. Also to implement the Four-Phase Quality Management System Preparatory Meeting, Initial Inspection, Follow-up Inspection and Final Inspection, as noted in the "Quality Control Process" above. Qala Alti Hotel and Spa Project Project Description: The Qala Alti Hotel & Spa is a ten (10) building complex which includes a seven story Hotel with Spa and large indoor swimming pool, four three-story villas, three two-story luxury villas, a two story entertainment building with large outdoor pool, and a two story staff house. The buildings are reinforced CIP concrete built to earthquake standards with green roofs and elevated plazas, built to 4-star luxury standards. Responsibilities/Tasks: Review contract specific responsibilities and scopes of works to initiate and design project specific procedures. Manage the quality control and quality assurance program in accordance with a proven track record which includes on-site inspection, clear understanding of (local) codes and industry standards, and a comprehensive and thorough knowledge of project specifications and their implementation. To initiate and establish "pre-installation" meetings with all new Subcontractors to establish the minimum criteria under which their works will be carried out with a full understanding and enforcement of Quality Control and Safety Program as outlined in General Requirements. To observed and identify elements in the construction process/phase which are absent on the Project and important in obtaining a "quality" finish product and "safety" elements crucial in this process. Conduct and analyse compliance site audits, to ensure Contractor and their Subcontractors are in compliance with specifications and submit a detailed report associated with photos, to the Contractor and Client. Communicate outstanding deficiency issues with Contractor's Project Management Team for immediate resolutions through the Designers, RFI process and approved appropriate method statement. Initiate a proactive "lessons learned" mentality that will anticipate and pre-empt deficiencies or practices that might lead to unsatisfactory "quality" in workmanship. We are constantly monitoring the work of Subcontractors, reviewing "Notice for Inspection (NFI), " Contractors Quality Management programs, participating in progress meetings, writing monthly "audit" reports, reviewing and approval of product submittals, methods statements, and monitoring and reporting on construction deficiencies.
