Transmits, receives, and processes all forms of telecommunications using state-of-the-art multimedia technology such as fiber optics, digital microwave, and tactical and commercial satellites; operates, manages, and controls telecommunication transmissions, computer networks, terminals, and processing equipment. Responsible for complying with requirements for secure communications; performing operational tests and required adjustments; performing maintenance on antennas; following directives regarding modes and frequencies; recognizing and reporting interference and jamming; maintaining records and directives; using equipment operating manuals. Performing duties of traffic clerk and watch supervisor; using computer systems software including MS Windows, Novell, DOS, or UNIX; setting up and using multi-channel, diversity equipment; monitoring traffic flow and, if necessary, taking corrective action; install and operate computer software; operate general purpose test equipment; requisition supplies; and maintain maintenance records. Operate and perform system monitoring, fault isolation and circuit restoration of communications suites in the HF, UHF, SHF, and EHF frequency spectrums afloat, to include; communication transmission paths, input/output devices, cryptographic devices, interface equipment and patch panels, familiarization with signals, multiplexers, modulators/demodulators, and applicable system transmitters, receivers, couplers and antenna subsystems. Maintain signal quality through the use of circuit and system performance tests, determine point of signal distortion and identify preventive or corrective action as required. Preparing and maintaining all necessary circuit, watch to watch, operational and administrative logs, and ensuring accountability of cryptographic publications and associated materials. Standard procedures carried out as a Tech Controller/MPC operator including; CMS inventory, publication inventory, pass down log, verifying all circuits are in operable status, down loading of all unclassified message traffic, handling of all classified/unclassified messages, processing all incoming/outgoing message traffic, performing NAVMACS backups, closing the daily logs, retrieving ZIC/ZID totals from NAVMACS, processing BRS message for new day logs, and providing command with customer service.
