When I was offered the position as Senior Policy Analyst for Oregon’s Department of Consumer and business Services’ Insurance Division I was excited to be moving into a position which would allow me to use my knowledge of the health care system, as well as my training and skills as an attorney to advise the Insurance Commissioner and other Department staff on issues concerning health insurance regulation in Oregon. I have also been privileged to work closely with Governor Kulongoski’s staff and the Office of Oregon Health Policy and Research in developing the Governor’s Healthy Kids legislation as well as Oregon’s Health Policy Commission’s health care reform legislation which were introduced in this legislative session. I have also drafted legislative language for several of the Department’s health insurance bills. One bill that I am especially proud to have worked on and tracked through the session is the Department’s health insurance transparency bill. Today I watched as the Oregon Senate passed House Bill 2213, which requires Insurance Companies to provide their members with out-of-pocket expense estimates prior to the member receiving medical care. This bill puts Oregon in the forefront of state’s requiring such information for consumers. The report was in part a result of the Department’s 2007 Health Insurance in Oregon report which I co-authored. My time at the time at the Division has given me many opportunities to meet and work with a variety of individuals and to develop many friendships and professional relationships. I work on a daily basis with the executive staff of several state agencies. I also work closely with many of Oregon’s Legislators and their staffs. I work with Oregon’s insurance company executives and legal staff and I represent the State at the quarterly meetings of the national Association of Insurance Commissioners (NAIC). At the NAIC I work with NAIC staff and Insurance Commissioners from all fifty states, Puerto Rico and Guam to develop national standards for health insurance regulation. Recently, I have worked with Senator Gordon Smith’s and Senator Ted Kennedy’s staff on a federal mental health parity bill. The federal bill would set tougher national standard for mental health insurance coverage but would supercede Oregon’s Senate Bill 1 (Mental Health Parity) that was passed in 2005. Currently, I am working with the Senators’ staff to ensure that Oregon can continue to offer greater protections to its citizens than those guaranteed under the federal law.

• Work with stakeholders including Governor’s staff, Agency Administrators and Directors, Legislators and insurance company executives to negotiate legislation, administrative rules, and advisory bulletins using alternative dispute resolution including mediation and negotiation. Participate on NAIC task forces to draft model laws for state insurance departments including broker disclosure, HIPAA compliance, interstate compact, unauthorized entities and unlawful activities, antitrust and antifraud issues, and uniformity. Staff to Chair of the NAIC Health Insurance and Managed Care (B) Committee and State Innovations Task Force working on national solutions for availability and affordability of health insurance. • Legal work includes researching, preparing legal memorandum, and ensuring compliance state and federal criminal, environmental, corporate and business, anti-trust, and employment laws and ensuring that Oregon companies and corporations comply with state and federal laws and regulations, and evaluating anti-trust issues between Oregon Hospitals and Oregon Insurance Companies. • Develop long-term planning goals for health insurance and health policy for the State of Oregon. Organize & facilitate weekly Senior Policy/Management meeting, monthly Health Policy Team, and monthly intra-departmental meetings of consumer advocates and health analysts. Assign and review work of department staff including two direct reports.
