SUMMARY OF EXPERIENCE Director - Operations, SCS-Concepts - Feb 2011 - Present: Managed all aspects of product and services development and operational processes in designing, assembling and implementing mobile video security transmission systems. Recruited a project team composed of communications industry executives, senior managers and technicians to conduct feasibility studies exploring the viability of interactive, remote video surveillance as an ideal deterrent to theft and vandalism at remote facilities. Researched security industry best practices for methods, staff procedures and price structures. Discovering few industry benchmarks of remote video surveillance implemented as active, rather than passive deterrence, adapted existing technologies to develop a more robust surveillance system than currently existed. Integrated video, VoIP, and ethernet controlled relay hardware to allow a system operator to interact with a remote environment by way of video, two-way audio, and remote IP controlled hardware. Integrated off grid power plant solution to the existing hardware configuration to improve system flexibility, meeting larger segments of customer demand. Following the road map laid out in the conception and planning phases of the project, fabricated multiple hardware prototypes and conducted field testing at remote, unmanned facilities by establishing cooperative agreements with private utility infrastructure entities. Successfully concluded field testing prototype models and collaborated with a traditional guard security services company to test production models in a real-world environment and conduct a comparative analysis between traditional security guards and dogs with the live monitored, interactive surveillance system. Drawing from more than ten years' experience in systems maintenance and Lean Six Sigma principles, implemented a process improvement plan to analyze hardware life cycle and maintenance procedures to reduce variation and improve system reliability and quality of service. Anticipating a tenfold increase in wireless data costs, established and managed a project team consisting of system operators, maintenance and IT staff, utilizing Agile development methodology to produce iterative solutions for reducing data consumption, while maintaining quality of service, and assuring situational awareness with an intuitive user interface for the system operators. The team developed web-based applications for hardware function, health, and image/video collection, storage and retrieval pushing resource consumption to the network edge. Director - Network Development & Program Manager, Pocket Communications - Feb. 2006 - Dec. 2010: Managed all phases of four, large scale, network expansion projects for a new wireless provider in South Texas. Directed four Department Managers, staff, and five Project Managers planning, budgeting and executing property acquisitions, materials procurement and distribution, construction and equipment installation, testing and turnover, resulting in the addition of 524 new cell sites to the network. Oversaw all aspects of commercial lease negotiations, acquisitions and regulatory compliance. Coordinated with engineering teams to conduct site surveys to determine optimal locations for new cell sites. Created a repository for storage of survey data accessible to all project teams. Negotiated commercial lease terms for permanent and temporary sites. Point man for securing permits from municipal authorities and delivered more than 50 briefings and proposals to city councils and planning and zoning boards. Responsible for budgeting and purchasing decisions for all materials and hardware required for new site construction and maintaining this Bill of Materials (BOM) through project changes. Implemented a process improvement plan to tighten capital expenditures on materials by optimizing the process of correlating survey data, construction plans and engineering requirements. Resulting improvements increased the accuracy of all subsequent BOMs and reduced overall material costs by 10%. Negotiated best value vendor contracts for materials and labor based on cost, schedules and past performance. Oversaw project managers directing site construction teams consisting of 6 to 8 separate vendors while maintaining 25 to 30 concurrent projects under various states of construction. Established multiple warehouses in South Texas for receiving, assembly and distribution of hardware and materials. Implemented process improvement plan for controlling inventory levels in step with project schedules thereby improving on-time materials delivery and maintaining 99.96% inventory control and distribution accuracy. Through continuous after-action reviews and process refinement, led project team to reduce over-all site implementation costs by 20%.
