Areas of Expertise Construction Materials Testing Quality Control Compliance Specialist Pavement Excavation Roadway/Rail Construction Utilities Installation HMAC Paving Kevin Foltz has 28 years of experience and extensive knowledge of construction materials sampling and testing methods and techniques as well as experience in handling, placing and working construction materials. He has worked on embankments, monitoring placement and performing compaction testing using the nuclear densometer to confirm compaction to the required specifications. Kevin has experience with formwork and reinforcing bar placement and with concrete placement and testing ranging from commercial work such as parking structures and private and public structures to large-scale, ODOT highway projects. Much of Kevin's concrete experience has been with the construction of highway bridges and approach slabs, footings, columns and piers. Kevin also has experience with HMAC sampling, placement and testing on both highway and commercial projects with quantities ranging from a few hundred tons to thousands of tons of mix of various types. Commercial Development Experience AECOM has lent his abilities to the Port of Portland for inspection on their $20,000,000 Troutdale Reynolds Industrial Park (TRIP) project in Troutdale, Oregon. At TRIP, his responsibilities include day-to-day monitoring and documentation of construction activities, erosion control inspection and scheduling of materials testing quality control. With activities from large quantities of earthwork to storm, sanitary sewer, concrete structures and asphalt paving, this is a large, commercial project. This project had significant environmental challenges as it is on the banks of the Columbia River in Troutdale, Oregon. Kevin has been working at TRIP since July of 2016. The Port of Portland has used his inspection services on several smaller commercial projects in the city of Gresham, Oregon. These projects ranged in cost from $80,000 to about $300,000. The scope of these commercial development projects ranged from the installation of 1500 feet of 8 inch, ductile iron pipe water line to the routing of new power lines underground to service commercial lots. Working with local municipality engineering and inspection staff, Kevin was integral in ensuring the delivery of a quality product. Railway Experience Port of Vancouver, Washington In the summer of 2012, Kevin was the primary inspector for the Port of Vancouver's West Freight Access Project, SPL, and Third Loop Projects. This work involved observation of contractor operations, review of materials documentation and payment for contractor bid items. Inspection of railway construction operations as well as hazardous materials (soils) removal and mitigation techniques. In addition, he provided inspection assistance for the construction of a railroad overcrossing bridge associated with the expansion of the Port of Vancouver's West Freight Access Project. Kevin was responsible for the inspection of construction operations including removal of 3000 feet of railway, construction of 5000 feet of new rail bed, including subgrade and ballast placement and compaction, concrete tie placement, five switches that were fabricated and installed, and the access roadway construction and paving operations. He also provided inspection for the mitigation of a large quantity of contaminated material, Spent Pot Liner, from aluminum processing operations that had taken place on the site in the past. In addition to the rail related work, the project also included installation of over 4000 feet of 48 inch Storm Sewer, 3000 feet of 36 inch Storm Sewer, nearly a dozen Counter Buoyancy Manholes and roughly 7000 feet of security fence and over 4000 feet of utility and communication conduit.
