EXPERIENCE SUMMARY Over 30 years of professional experience in program management, engineering, design, analysis and sales in electronic, communications and aircraft fields. MAJOR WORK EXPERIENCE 2010/10 to 2017/11, Program Manager, Arrowhead Products, Los Alamitos, CA, USA (www. arrowheadproducts.net) I had worked as a program manager of C919 Aircraft High Pressure and Low Pressure Ducting Systems Program (total managing about US$5M program in 2017, over 20 engineers) from kickoff in 2010 to qualification test phase in 2017. I have played a key role and involved in all the program phases and milestones, such as program kickoff, PDR, JDP, CDR, qualification test, product delivery and key customer technical review meetings, etc. 1 As the technical program manager in 2017, I had worked in daily basis for short term and long term technical program planning and work assignments, including customer interface, technical issue resolution, action item closure, etc. In C919 Program, we have two customers to deal with. With the first customer COMAC, Shanghai, China, I have developed good business and personal relationship with COMAC AMS directors, managers and engineering team. I had prepared and participated many technical review meetings at COMAC, Shanghai. I had conducted English and Chinese translation in the major program review meetings which had been a positive contribution to COMAC top management and engineering. For the second customer Liebherr, French. I was a key interface at AP to report program status and schedule, send/receive/review technical documents, resolve technical issues, close action items, attend technical review meetings, etc. I had worked as program manager for C919 Bellow Program from contract negotiation in 2012 to flight hardware delivery. I have conducted PDR, CDR for product design, development and qualification, and certification phase. (Program value is over a half million dollars). I was also the program manager and interfaced for C919 product transfer to Arrowhead Products, Nanjing, China for mass production. Managed and delivered over thousands of flight hardware to COMAC. Program management, customer interface, design, analysis, manufacturing and test, product assurance, schedule and budget control, and product delivery are the major tasks. Transitioning from L-3 Communications ETI to Com Dev USA was due to sale of Passive 2 Microwave Division to Com Dev USA in May 2008. Key supervisor: William Heffernan, vice president, L-3 Communications ETI. 2000/2 to 2006/6 Vice President - Victory Microwave Corporation, Taipei, Taiwan (Website: www.vicmic.com.tw) Responsible for management (about 50 engineers and technicians), engineering and sales for commercial, military and space qualified microwave products, such as antennas, diplexers, waveguide filters from few GHz to 38GHz. Management, engineering, manufacturing, product assurance, budget and schedule control, and product delivery were my major tasks. Program manager of two Taiwan Satellite Programs (ROCSAT 2 and 3) from proposal to final product delivery including flight microwave hardware including S-Band patch antennas, helix antennas, filters and couplers. Key supervisor: Dr. Ming Chen, owner of Victory. 1999/3 to 1999/10 Vice President - TeleSystems Inc., Taipei, Taiwan Responsible for engineering and sales of satellite ground stations for TV broadcasting. Program management, writing technical proposals, link budget analysis, trade off studies, installation and test of microwave products were the major tasks. 1997 - 1999 Senior Manager - Primax Electronics Ltd. Responsibilities included a wide spectrum of R.F. technology future product research and development for PC industry and setting up San Jose R&D Center.
