Profile: Presently, I am a private contractor with DECO-INC, to provide training to national border police, we provide for the State Department and Anti-Terrorism Assistant group to train border police student, train the trainers to become instructors and mentor the new instructors as the train. The courses of instruction is "Rural Border Patrol Operations" (RBPO). I have just returned from teaching the Niger Border Police, in their Country by training the trainers, and then mentoring these trainers as they teach and test their first group of new Border Police. This was a nine week, contract from Sept 2016 through Nov 2016. Prior to this I worked for over 5 years as a Border Security Specialist, in Virginia. There I provided advise and consultation as an expert in Border Security. I have met with many countries to speak on border security and various solutions available. As the lead instructor, I taught International Border Security to the Moldovan Border Police in 2016. I have conducted border walk assessments in Serbia, Croatia, and Finland, Estonia, Latvia, Lufthansa. I have also provided input on border tunneling, UAV and ultralight aircraft detection, as well as inter-city waterways, storm drain systems a city or county may have that is being exploited by smuggling of all types of contraband. I have given speeches to foreign dignitaries, who have visited the United States looking for border solutions. Prior to this I served 42 years in field and headquarters' experience, from the USMC (2years), City and County Police and Sheriffs' Departments (15years), as well as from the U. S. Border Patrol (27years). In the border patrol, I served as a tactical supervisor where I mentored team members, helped write Operational and Strategic plans for our borders. Conducted operations Internationally, tactical, operations, training, in South America, natural disasters Florida, Puerto Rico, and St Thomas, VI. I worked up as the Director, of Field Office Operations for Customs and Border Protection (CBP) I was deployed to Tucson, AZ, where I served as liaison agent between CBP, Boeing and Communities during the Secure Border Initiative (SBI) as the SBI Field Director in AZ. I can effectively organize, assemble and/or arrange resources to meet the goals objective in criminal investigations, surveillances, interviews, interrogations, and prosecutions throughout the entire United States. I am successful in developing long term interagency relationships that cross international boundaries. requirements., working with DECO-INC, who is contracted by the State Department, and Anti-Terrorism to provide various countries Border Security training. * I set up meeting with high level government personnel whom I have worked with to have our decision makers understand what is truly their ideas and needs versus wants and likes. * I feel I have been very helpful in getting the businesses what they need to make a meaningful decision on whether to bid or no-bid a proposal.
