DC per week: 40 Series: 0007 Pay Plan: GL Grade: 11 LIEUTENANT (This is a federal job) Duties, Accomplishments and Related Skills: As Acting Captain/ Administrative Lieutenant I work closely with the Personnel Officer in all matters of employee training and development, disciplinary actions, promotions, awards and other personnel matters affecting staff. I have participated and had a major voice in the selection of custodial personnel as well as evaluate and make recommendations as to the retention or dismissal of probationary officers. I analyze custodial and security needs by determining the composition of correctional posts to maximize utilization of available resources. Posts which are not essential or do not provide maximum utilization of assigned employees were eliminated, redesigned, or restructured. I identify and define additional staff and financial resources necessary to address constantly changing assignments and deadlines. Through my efforts and research, budgeting of the institution overtime was reduced. I am also responsible for scheduling assignments of all correctional department staff to ensure continuous institution security and inmate supervision as well as equitable rotation of shifts and assignments. I have conducted and reviewed inmate and staff investigations with regards to criminal prosecution and disciplinary measures. As a Witsec Lieutenant, I review all files when transporting inmates to other correctional facilities and/or local hospitals. On several occasions I have transported inmates to other facilities due to their testimonies concerning criminal matters. As a resident expert on all custodial and security questions arising at the institution, I have full and final technical responsibility when problems occur during the course of any given shift. I use tact and diplomacy to assure that custody and security needs are known and supported by all institution staff. I serve as an advisor to the Warden and her staff in the formulation and implementation of institution policies, procedures and programs. As an advisor, my influence is reflected in all areas of institution management. I integrate these policies and procedures into the overall operations of the facility as well as the correctional department, and keep management advised of activities affecting institution programs. I have implemented new emergency management procedures received from national level and initiated a staff recall procedure during an actual fire condition and bomb threat. I have developed MOUs with local law enforcement and coordinated mock exercises and K-9 drug sniffing dogs and coordinated crisis management drills with various departments. Supervisor: Michael C.
