Summary Bill Lindsay is a quality-focused Project (or Deputy) Manager/Test Manager with significant background in System Development and Implementation Request for Proposal (RFP) development. He is highly versatile adept at quickly mastering new roles and technologies and has a reputation for integrity, perseverance, and work ethic. He has worked directly in 32 States. Bill has over 30 years expertise in Eligibility, Medicaid, Public Welfare, Child Welfare, Social Services programs and systems. He has in-depth knowledge of program management methodologies and controls, as well as cost allocation planning, and has had director and management responsibility for multiple large projects. Core Qualifications MMIS Implementation - Managed and participated in implementation and certification activities in several States, including Testing Manager for the National Provider Identifier for the Kansas MMIS. Testing - Managed and Led User Acceptance Testing (UAT) activities for the State of Wisconsin's automated eligibility determination system. Participated in testing eligibility systems for Idaho and Virginia and in system testing and UAT activities for MMIS in Alaska, Michigan, Oregon and Kansas. Medicaid - Provided IV&V services including testing and certification activities for California, Texas, Oregon and Alaska MMIS projects. Led DDI vendor testing for all aspects of MMIS dealing with National Provider Identifiers. Broad knowledge of all components of Medicaid systems. Automated Eligibility - Managed and participated in four State Eligibility Determination Systems. Quality Assurance - Provided quality assurance services including Requirements Traceability Matrices (RTM) and auditing activities for California, Idaho, Texas, Michigan and Alaska. Training - Managed the training staff and built the training model including live disaster procedures to be used throughout the State of Virginia. Technical Writing - Wrote and contributed to multiple RFPs and IAPDs and developed eligibility policy handbooks in plain English for use in Counties in Wisconsin that were later used as flow charts to guide the development of the first automated welfare eligibility determination system in the country.
