Daily Duties at U.S. Navy, Region Midwest:
: Expertly lead multi-million dollar U.S. Navy support services for shore installation management and base operating support for a 16 state area; including a plant replacement value of $9.4B, 66,000 acres of managed land, over 5,000 buildings and facilities, and a total force of 1,430 military, government civilian, and contracted employees. FINANCIAL MANAGEMENT: Board of Directors and voting member responsible for the allocation of $255M in year-of-execution funds. Accountable for $42M in labor requirements. HUMAN CAPITAL MANAGEMENT: Led U.S. Navy decision to eliminate Navy Region Midwest and realign functions to three other regions. Developed and executed plan in 11 months. Mitigated talent loss by developing early retirement offers, prioritized placement, and transfer options for 100+ impacted staff. Completed reorganization on time and under budget with zero employee separations. Maintained morale and organizational delivery during immense change. Previously: Restructured and aligned $42M in civilian staffing requirements while managing workforce shaping efforts to reduce from 603 to 441 appropriated fund employees. As chairman of the Position Management Board (PMB), reviewed requirements and resourcing for all proposed hiring actions including workforce development, training, and succession planning. Navy Region Midwest was the first of 11 regions to achieve full time equivalent (FTE) drawdowns as a reduction-in-force (RIF) mitigation during fiscal year 2012. Additional measures taken included the prudent execution of management directed reassignments, voluntary separations, early retirements and accurate projections of attrition rates. AUDIT & INSPECT: SME for the Navy Inspector General (IG) team. Conducted command assist visits in for Navy Personnel Command sites Established and maintained open dialogue with 6 labor unions Enforced the Merit System Principles (Title 5 U.S.C.) and ensured strict compliance with governing regulations to ensure zero prohibited personnel practices. Provided Human Resource Support to the Navy’s only basic training facility with an annual graduation rate of over 40,000 recruits. Maintained responsibility for Performance Management across multiple pay systems and the formulation and management of all civilian awards.
