Daily Duties at (Contractors) Npo Pantex Field Office:
Central resource developing performance, training & qualification solutions, managing programs to successful conclusion & overseeing contractor deliverables at the Pantex Site Office, located inside the Pantex Plant, a high security nuclear explosives assembly/disassembly site. Built strong, positive working relationships with Senior & Assistant Managers and cross-functional teams. Supervisor or Acting Lead for 6 staff. • Promoted to Program Manager due to contributions and exceptional performance as Training Coordinator. • Collaborated with Managing and Operating Contractor staff as well as Federal Training Liaison to ensure contractors met deliverable schedules. Led DOE Management team in reviewing & resolving issues. • Leveraged expert knowledge of DOE Order 426.1A, The Federal Technical Capabilities Program & Federal training requirements to write & issue Technical Qualification Standards for DOE managers. • Each fiscal year, conducted analysis/data collection for the Pantex Performance Evaluation Report (PER). Key Accomplishments: • Visitor Training Matrix: Played critical role in creation of this program to make it easier for visitors to access the Pantex Site. Led team on yearlong project to develop a Contractor Training Matrix and Cleared Visitor Orientation that eliminated the need for visitors to spend hours training just to come on base. • Technical Qualification Programs: Skillfully managed 6 individual programs for Assistant Managers, including a Technical Qualifications Program mandated by the Department of Energy. Also oversaw Contractor performance evaluations & assessments, encompassing training, qualifications & certifications. Managed & optimized the following: - Safeguards & Securities: Built the first S&S TQP with baseline budget & guidance within the DOE Community. Program was eventually adopted for use by all S&S personnel DOE-wide. - DOE 361.1B, Acquisition Career Management Program: Ensured all Project Managers were qualified on both the Federal & Contractor sides and Contracting Officers for Federal requirements. - DOE O 360.1C, Federal Employee Training: Guaranteed all Federal employees followed these training/qualification guidelines (90-120 at any one time). - DOE O 426.2, Personnel Selection, Training, Qualification and Certification Requirements for DOE Nuclear Facilities: Provided comprehensive oversight of contractors, entailing assessments, performance evaluations, Implementation Matrix review/approvals and much more. - DOE O 426.1A, Federal Technical Capability Program: As backup for the FTCP Agent at Pantex, utilized this overall governing technical order to define and implement the TQP program. - DOE O 414.1C, Quality Assurance, 10 CFR 830, Subpart A Quality Assurance, QC-1, Quality Assurance: Worked with Managers to define these QA engineering & specialist qualifications. Also innovated the first program that identified qualifications from baseline to completion. • Cost Reduction/Management: Achieved 95–98% federal training budget cost efficiency, by cutting technical training program costs while ensuring staff was able to maintain their technical qualifications. Increased use of computer-based/onsite training (avoiding travel/outside training expenses), reviewed multiple vendors to find the most cost-effective training and developed Individual Development Plans for each staff member. Also monitored duplication of training so only vitally necessary training was approved. • Tracking Program: Championed & implemented automated tracking & evaluation of the training program. Efficiently managed CHRIS system for Federal staff, rapidly processing/approving training requests. • Program Management Tools: Met challenge of creating tools & strategies to effectively manage programs and produce results. Developed Managing & Operating Contract programs, databases/Excel spreadsheets (program metrics) & MS Projects (cost scheduling & projections) to ensure accurate tracking of programs. • Recognition: Recognized with numerous “Outstanding Performance” Recommendations for dedication and achievements. Consistently produced high-quality results by applying technical knowledge, analyzing challenges & calculating risks. Lauded for skill in balancing priorities as well as in making tough decisions.
