Daily Duties at Bonneville Power Administration:
Solicitation Phase: oReview requisitions and coordinate with Contracting Officer to determine appropriate method of procurement, type of contract, RFO schedules, evaluation criteria, contract terms and conditions in accordance with Bonneville Purchasing Instructions (BPI), and compile list of potential Offerors. oPerform market research by interviewing suppliers as a part of source selection strategy. oUtilize GSA schedule to compare price reasonableness. oCoordinate with the requiring activity on the development of contractually acceptable specifications and statement of work. oOrganize initial meeting with subject matter expert or COTR to clarify statement of work and evaluation factors. oPrepare solicitation documents for issuing such as, Instructions to Offerors, Certifications, Terms and Conditions, Evaluation factors, Past Performance, Statement of Work, Wage Determinations and other relevant documents. Finalize RFO package for Contracting Officers’ approval, signature and issuance. oValidate debarment status through System Award Management (SAM) of all the Offerors before sending out RFO package. Generate DUNS report. oPrepare Risk Matrix on behalf of Contracting Officers. Respond to Reviewer’s questions by consulting with Contracting Officers. Award Phase: oSort and compile all proposals received from Offerors. Review proposals from Offerors and categorize them based on evaluation factors using Excel spreadsheet. oPerform detailed analysis of received proposals including determination of bid responsiveness and prepare report of findings. oReview, analyze and organize the proposals for Contracting Officer to pursue award decision in accordance with Bonneville Purchasing Instructions (BPI). oValidate debarment status through System Award Management (SAM) and DUNS reports before issuing a contract. oPrepare justification document if not recommending award to the lowest bidder for the Contracting Officer. oPrepare detailed Decision to Award Document (DAD) for Contracting Officers’ review and approval with in-depth emphasis on cost analysis, trade-off analysis, source selection, evaluation factors and recommend best buy. oOrganize award decision meeting for Contracting Officer with the Technical Evaluation Team. oDocument consensus and capture evaluation factors from the award decision meeting. oAct as liaison between Contracting Officer and COTR for clarifications. oCreate contract documents with relevant terms and conditions to constitute a fully executed contract for Contracting Officer’s approval and Contractor’s acceptance. oOrganize and package a complete contract for Supplier’s acceptance. oPerform self-check based on Bonneville Purchasing Instructions (BPI), Purchasing Operating Procedures (POP) and Bonneville Acquisition Guide before sending off contract documents to Offerors. Post-award Phase: oResponsible for keeping all executed contracts current with the necessary information and maintain the department's contract management system in Asset Suite. oPrepare and organize award debriefing meeting for Contracting Officer and COTR with unsuccessful Offerors. oCoordinate contract closeout actions in accordance with Bonneville Purchasing Instructions (BPI). oResearch, review, and analyze/interpret somewhat complex contracts for solutions. oCreate contract Modifications and new Releases. Prepare Record of Modification (ROM) or Memo to File for Contracting Officer’s review and approval. oCollaborate with Contracting Officer and respond to questions posed by Contract Review Team oReport on activities regarding complex contract discrepancies, research errors and recommend resolutions. oCreate contract (Modification) to exercise option years. Administrative Functions: oAdminister assigned contracts to include modifications and updates in procurement clauses. oSupport internal customers with contract documentations when required. oMaintain contract files pertaining to all phases of procurement from solicitation through contract award, post award administration and final retirement of files. oPerform GS Schedule price comparison for cost analysis purposes. oInvestigate various circumstances; recommend alternate courses of actions and solutions when contractor is not in compliance with contract provisions by taking initiative. oResearch any disputes that arise from previously issued contracts, make recommendations to Contracting Officer to reflect accuracy. Create contract modifications if necessary. oCompose clear, concise and effective original correspondences and memoranda for Contracting Officers. oCreate Risk Matrix on behalf of Contracting Officers. oRespond to Contract Reviewer’s comments on behalf of Contracting Officer. oPerform a wide variety of administrative and clerical transactions related to contractual duties as assigned. oAttend trainings to educate my knowledge in contract administration.
