(04/27/2009 to 06/21/2010) LWOP starts 07/06/2010 to 01/21/2011 Regular Full Time Duties: Served as a Human Resources Assistant in the Wiesbaden Civilian Personnel Advisory Center, NAF Civilian Personnel Unit. I performed day to day administrative processing of human resources transactions, record keeping, in charge of staffing, classification and recruitments as well as in-processing and out-processing of employees. Manage position classifications for level one and two categories such as positions for Child & Youth Program Assistant and clerical positions. Receives, evaluate, rates, and maintains resume applications for employment. Prepares referral lists and arranges for interviews at the request of management. Writes and posts job announcements on CPOL Vacancy Announcement Builder (VAB). Provide new hire employees with benefit information and other aspects of NAF employment. Establishes and maintains official folders, files and reports as well as maintains official employee personnel files. Purged official personnel folders for manifestation, and performs all tasks in accordance with appropriated and non-appropriated fund regulatory requirements policies and procedures. Issues ID card and applicable SOFA documentation for new hires, use applicable office automation software to perform administrative processing of personnel transactions in DCPDS. Manage RPAs for category one and two vacancies. Provide job information for employment. Assists selecting officials with hiring procedures and requirements and taking all necessary action upon selection, prepare and issue select/ non-select letters to applicants. Extend job offers. Orient new employees of requirements for position, pay grades and conditions of employment. Initiates pre-employment security checks such as required background checks, physicals, National Agency Check, PSIP, E-Verification and follows-up to ensure completion. Determine effective dates for entrance on duty and obtain release dates of transferring employees. Determine PCS entitlements and coordinate with gaining organization concerning PCS orders. Assists employees with completion of a variety of required forms, and furnish information brochures and advise employees on eligibility for leave, health benefits, and life insurance, 401K and retirement deductions. Process eligible transactions for retirement, life insurance and medical benefit as well as 401K contributions on Employee Benefits On-line (EBOL). Prepare memorandums for access and inputs data into an automated personnel database and record keeping system. Responsible for conducting successful On the Spot Hiring Job Fairs in which more than 200 applicants were seeking employment. Provide advice and assistance to applicants and current employees, and conduct orientations. Explain matters related to employment and employment opportunities and associated benefit programs to applicants and current employees, as well as regularly provide advisory and technical services to managers and employees within the organization on a wide range of personnel management issues. Interprets and apply applicable federal and OPM guidelines, policies and regulations related to a variety of personnel practices.
