Daily Duties at Department Of Education:
Led the development of the Agency Tender for Human Resources and Training proposal for the A-76 competition. Created the Most Efficient Organization (MEO) structure and determined the FTE level necessary to meet the workload requirements of the solicitation. Contributed to the establishment of quality, cost, service, and risk metrics for inclusion in the Quality Control Plan to ensure alignment with the Quality Assurance Surveillance Plan. Employed project management expertise in designing the Phase-In Plan for the MEO, including the procurement and implementation of a Department-wide LMS. Designed, implemented and evaluated training programs. Researched and developed new educational materials to be used personally or by other trainers in delivering training and presentations. Served as subject matter expert on interagency and intra-agency teams. ACCOMPLISHMENTS Successful contract award for the Most Effective Organization (MEO) by reducing cost, increasing accountability and driving consolidation. Serving as the MEO implementation team coordinator, and lead for LMS procurement. Designed and implemented a Department-wide Executive Leadership Succession Planning Initiative for the SES corps and the GS 14/15 population. Delivered training on the Department’s strategic overview and employee alignment, writing performance standards for over 200 managers, and competitive sourcing at the Department of Education. Participated in OPM’s HR Line of Business verification and validation process for performance management, resource development and training, and competency management. Served on a cross-functional team to create Department-wide project-management competencies to establish a core curriculum. Served as subject-matter expert and team leader for the training function of the Department’s competitive sourcing process. 12/03 – 4/04 Management Analyst Office of Management, Training & Development Center GS-301-14 Temporary Promotion- 40 Hours U.S. Department of Education, Washington, DC Ruth Derr 202- 712-5564 RESPONSIBILITY Contributed to the design of the proposal and evaluation plan for a demonstration project to explore personnel flexibilities for submission to the Office of Personnel Management. Conducted thorough research on personnel flexibilities, including pay for performance, voluntary early retirement authority, voluntary separation incentive programs, the “rule of 10” and performance management. Provided contract management advice. ACCOMPLISHMENTS Temporary promotion to a GS-14, Rating of Record - OUTSTANDING for the period covering 5/1/03 – 4/30/04 9/02 – 4/03 Team Leader, Strategic Investment Process Office of Management GS-343-13 - 40 Hours U.S. Department of Education, Washington, DC Ruth Derr 202- 712-5564 RESPONSIBILITY Created a future vision for the training organization, including streamlined processes, organizational charts with FTE allocations, position descriptions, unit responsibilities and a new funding model. Managed a team of four employees in mapping core training business processes and identifying current costs utilizing the activity-based costing model. Developed and evaluated process maps. Delivered the “to-be” vision to executive management. ACCOMPLISHMENTS Reengineered five business processes and created a to-be vision for the training function. Selected to present the business case and recommendations to the executive management team. 4/00 – 9/02 Management & Program Analyst Office of Management, Training & Development Center GS-343-13 - 40 Hours U.S. Department of Education, Washington, DC RESPONSIBILITY Revamped and expanded the Department-wide Executive Coaching program for Headquarters and regional employees. Managed several Interagency Agreements for the program totaling $500,000. Provided consultation to senior leaders on the benefits of coaching and provided guidance for approaching the problems they faced in transforming their organizations. ACCOMPLISHMENTS The new LC@ED Program was featured in Government Training News, June 2002 under Training and the President’s Management Agenda. Presented the LC@ED Program to an audience of approximately 200 people at the 2002 Excellence in Government Conference. Presented the strategic alignment and evaluation components of the program by request to DOT, USDA, EPA, CIA, Treasury and American University’s Center for Strategic Training and Development.
