Daily Duties at State Of Iowa, Department Of Administrative Services:

The legal counsel for DAS performs contract drafting and negotiations for a wide variety of products and services; investigates employee complaints; works with the Attorney General’s office on litigation and other matters; provides input into DAS administrative rules and policies; recommends to the Director whether sole source purchase requests should be approved and whether waivers of administrative rules should be granted; and other projects as assigned. The HRE COO is responsible for administering the human resources programs for employee investigations, employment services, affirmative action and equal opportunity reporting, classification and compensations systems, pre-audit and HRIS systems, pre-employment and application, recruiting, retention and diversity, employment verification, organizational performance, performance management, staffing issues, work rule and policy development, special pay actions, labor relations and grievance process, background checks, new hire orientation, risk and benefit management for health and dental insurance, leave and extended insurance programs, life, long term disability and COBRA processing, benefit billing services, plan administration for flexible spending and deferred compensation systems, training and development programs, workers compensation and safety programs. Advised senior management on legal matters; reviewed internal policies/practices to ensure compliance with federal, state, and local regulatory requirements; identified/analyzed legal issues, presented clear recommendations, and assisted in formulating/implementing business strategies, internal policies, and external communications to ensure compliance/minimize legal exposure. Researched legal sources (e.g., statutes, administrative rules, case law, treatises, and legal journals) to form a basis for opinions and based thereon, gave advice/recommendations as to acceptable courses of action; reviewed and drafted legislative proposals. Conducted administrative rulemaking activities; drafted/filed administrative rules. As house counsel, consulted and coordinated litigation matters with the office of the Iowa Attorney General and other outside counsel. Prepared and /reviewed contracts with vendors/agencies working for or with the Department of Administrative Services. Drafted proposed legislation and DAS administrative rules. Conducted and/or coordinated investigations on administrative proceedings and investigated and recommended appropriate levels of discipline; prepared and/or represented the agency and other agencies relating to collective bargaining in administrative hearings; served as one of the State of Iowa’s representative during collective bargaining to ensure management’s interests were communicated and protected. Prepared resolutions as requested by the DAS director review. Prepared correspondence relating to a variety of issues, including but not limited to, the preparation of opinions, legislative reports, briefs, other legal documents. Attended legislative hearings and advised on the preparation of supporting documentation/fact sheets for legislators; Created employee training materials and assisted in the delivery of training to employees; coordinated preparation of performance audit briefs and advised other senior management team members of status and recommendations for performance improvement. Oversaw a staff of 67 (supervised and directed the work of 3 Bureau Chiefs, 4 program coordinators, 30 human resource professionals and 19 technical and administrative assistants in the areas of Organizational Performance, Performance Management, Classification & Compensation, Employment and Benefits for a statewide Human Resources Services programs including FMLA, Workers Compensation, Unemployment, Healthcare and other benefits, the state wide management of the Vets program, recruitment and pre-employment screening of applicants). Supervised and directed 5 attorneys and a secretary in the Labor Relations Team providing statewide services of collective bargaining and classification appeals through contested cases, arbitration and grievance management. Participated in statewide collective bargaining negotiations. Managed a $30+ million-dollar budget.
